1. Testimonials, Tributes or honors to individuals are not generally of
common interest or benefit to the community at large.
2. No Admissions Fees for DOD sponsored events.
a. Admission fees is on par with reasonable costs of sponsoring the
event.
b. No fee for the portion sponsored by the DOD.
3. Public speaking by DOD personnel in an official capacity can be funded
by normal mission travel. (DODD 5410.18 para 4.4.1)
