A polycentric system is being developed in the city consisting of the main and four periphferal centres – Ukmergės str., T. Narbuto str., Gariūnai and Naujoji Vilnia. Today the right bank of the Neris River is developing most rapidly – the modern part of the main centre with high-rise buildings. The left bank of the Neris River is also rapidly regenerating while developing new and reconstructing existing objects.

Traffic problems are sought to be resolved first of all by means of planning measures, envisaging creation of polyfunctional quarters and supplementation of residential areas with commercial objects including new jobs. The Municipality in particular emphasizes the development of communication infrastructure. Over 375 million litas have been invested in the communication infrastructure of the city in 1999-2004 (streets, bridges, public transport). Large infrastructure projects have been planned and started: southern and western motorways, reconstruction of the crossings, a tramway with the parking system, bicycle tracks.
