Time flies.2017 will arrive in one month! In the coming new year, there will be
many new airfreight regulations. The Lithium Battery Airfreight Regulation(UN38.5)
will be reformed again, which will be implemented officially in 1st Jan 2017.
UN38.3 test version revise to 6th
Version
《The United Nations’ manual of test and criteria on the transport of dangerous
goods》3rd part 38.3 term
(UN38.3)Rev.6 has been released and it will replace the current version Rev.5. In
Rev.6, the testing requirement about lithium battery has changed a lot. The details
are as following:
Change No.1: In Chapter 38.3.4.2.2, the temperature value of high temperature
storage has been revised
Change No.2：In Chapter 38.3.4.2.2, the environmental temperaturerequirement
of T5 test has been revised
Chang No.3：In Chapter 38.3.4.2.2, the peak acceleration value of acceleration
shock has been revised. The peak acceleration of small batteries which exceed
4.48Kg will be less than 150gn，while the peak acceleration of large batteries which

2. exceed 12KG will be less than 50gn.
Label change
2017 IATA DGR 58th Edition will be implemented from Jan 1st 2017.
The newest edition of DGR requires that new operation label of lithium battery will
replace previous version since 1st Jan 2017. Both labels are still in the same
size&color,but all words will be deleted in the new version. Besides, the marks of
UN numbers are required. The transit period between new and old label versions
will be two years and the old label can be used until 1st Dec 2018.

3. Deleted part：“DO NOT LOAD OR TRANSPORT PACKAGE IF DAMAGED”
Old label contents：“Lithiumion battery “or“lithiummetal battery”
New label need to mark UN NO. such asUN3480、UN3090
“For more information，call xxx.xxx.xxx”（Tel no. ） on old label has to be revised
to “XX”（Tel no.）
Furthermore,dangerous cargo transport is required to use new lithium batteries
dangerous label(UN Class 9), in the new label design, the lithium battery image has
been added under the existing black and white vertical stripes of the old label. The
label size remains the same. The old label of Class 9 can be used until end of Dec
2018.
Other requirements: Shipper declaration and extra interpretation document are no
longer required in lithium battery transport.
For the transport of lithium battery of which annual production is less than 100pcs
(Subject to the approval of the authorities), a new regulation of PI910 will be used
as packaging guideline.
In IATA 57 edition, the PI967 Section II states that one package of airfreight can
only include less than 4 battery cores or 2 batteries. If there are more than two
batteries in one package, battery operation label must be pasted. But if there are
less than two batteries packing in one package, the label is unnecessary. The
transit period will end on 31th, Dec 2016.

4. The contents of IP965 SOC which regulates that carrying capacity cannot beyond 30%
and only limited to cargo airfreight transportation has been added into IATA 58
Edition.
FedEx
The new operation changes of FedEx will come into force on 1st Jan 2017.This
changes will affect all of FedEx cargos transport of independent lithium metal
battery of section II (UN3090 category) or lithium ion battery Section II(UN3480
category).
From 1st Jan 2017, FedEx will not accept cargos that includes UN3090 or UN3480
lithium batteries, which are prepared according to the requirement of IATA section
II. All UN3090 or UN3480 lithium battery cargos must be treated as Section I cargos
(1.A or 1.B) which under fully supervision of IATA. Please pay attention that
UN3090 and UN3480 of Section IA or IB belongs to Class 9 dangerous good and
they belong to second class of emergency handling of dangerous goods (IDG) of
FedEx. Besides, please be prepared to make changes on lithium batteries’
classification, identification, packaging, marking, labelling and documentation of
cargos.

5. In general, the lithium battery transportation will be more
and more standardized. There will be more airlines can carry
lithium batteries in 2017.PLEASE DO EXPECT THAT!
