accredited dispute board member and FIDIC specialist, CEDR accredited

Sharon is a managing director in the Singapore office of
Kroll. She is a delay expert with over 22 years of
experience in the construction industry.
She has significant experience in the analysis of
delays in construction and has provided expert
advice on a wide range of disputes involving issues
of delay, disruption, acceleration and project manager
performance. She has been involved in some of the
largest and complex disputes around the world.

Practice overview
Abdul Jinadu was called to the Bar in 1995 and has been a practising barrister and arbitrator in Keating
Chambers since 1996, specialising in construction, engineering and energy disputes, and domestic and
international arbitration. He has acted for the full spectrum of clients including construction and engineering
companies, government organisations, corporations, public utilities, local authorities, consultancies,
architects and engineers. He is currently instructed on behalf of the Bereaved Survivors and Residents as a
specialist construction counsel on the Grenfell Tower Inquiry.
He has extensive experience of a wide range of disputes and advisory work relating to infrastructure
projects. Significant cases have involved oil and gas onshore and offshore facilities, solar power plants,
aluminium smelting plants, pharmaceutical plants, hospitals, mining and marine construction.
He has an extensive international practice both as counsel and as arbitrator acting recently as counsel in
respect of a number of disputes in several jurisdictions in the Middle East and as sole arbitrator and party
appointed arbitrator in respect of major projects internationally including in Nigeria, Tanzania, Ghana
and Turkmenistan. Recent appointments include as sole arbitrator in a Tanzanian arbitration and party
appointed arbitrator in a £400m Nigerian dispute. His arbitrator appointments have included ICC and
DIFC-LCIA appointments as well as ad hoc arbitrations. Abdul Jinadu is bi-lingual in English and Yoruba and
maintains significant contacts with his home country of Nigeria. He has well developed contacts in the legal
profession and in the construction and oil and gas sectors in Nigeria. He is Secretary Pro Tem of the Society
of Construction Law Nigeria. He is a member of the Court of the Lagos Chamber of Commerce International
Arbitration Centre, a member of the Lagos Court of Arbitration, a member of the Advisory Board of Africa
Construction Law, and has been appointed to the Directory of African International Arbitrators by the African

After university Charles trained as a solicitor and qualified in 1980. He held a practising certificate continuously
until September 2014 and was a partner first at Freedman Co before moving as a partner to international
law firms Dechert in 1997 and Duane Morris in 2003. In 2005 he realised a long held ambition and founded

Giorgiana Tecuci is a lawyer specialized in Construction Law. She
has a Masters Degree in European and International Law and she is
an arbitrator and adjudicator, certified train-the-trainer, certified
project manager, and a FIDIC internationally accredited trainer.
She has extensive experience in Construction Law and in related
fields (eg. administrative law, procurement law) and has been
involved in civil and military projects.
During the 1990’s, she was an active participant in the creation of the new legislative
framework relating to the mineral resources industry and in fields such as public utilities,
public procurement, and state aid.
Since 2002, when she set up the framework for the implementation of the ISPA
environmental programme in Romania, she specifically focussed on the use of the FIDIC
forms of contract: she has provided assistance and advice to public authorities or private
companies in relation to FIDIC Conditions of Contract 1999, and assistance and/or
representation on DABs and arbitration.
She has worked in compliance with the World Bank, EBRD, EIB and EU regulations,

on FIDIC type contracts and other international standards. She has also represented FIDIC in
Romania for a number of years in negotiations on the correct use of FIDIC contracts intended
for public adoption.
She is the co-author of two special FIDIC Accredited modules for the use of FIDIC forms of
contract in the public domain. Giorgiana is also a friendly reviewer of 2017 Yellow Book and
2019 Emerald Book. She remains the Co-ordinator of the FIDIC Central and Eastern
European countries group. In this capacity, Giorgiana initiated the development of a
specialised annual conference for the region in 2015, focusing on practical experience and

As well as his considerable and varied experience in both litigation and arbitration, Glenn has
been a Chairman of the Buildings Appeal Tribunal, a Hong Kong Law Society Prosecutor and
has acted in various disciplinary tribunals for professional bodies and sporting bodies.
Glenn has been involved in most if not all of the large infrastructure projects constructed in
Hong Kong in the past 30 years. He has extensive experience in handling and successfully
resolving numerous disputes using all forms of dispute resolution processes, including
litigation, arbitration, adjudication, mediation and amicable negotiation, and is a Chartered
Arbitrator (CIArb). He has represented government and semi-government bodies in the
implementation of numerous large-scale infrastructure developments, including airports, rail
projects, bridges, roads, tunnels, power generation projects and commercial structures.
Glenn has advised on the public procurement aspects of many projects in Hong Kong. This
includes both acting for public bodies and also for bidders in relation to Government compliance
or otherwise to applicable public procurement rules. He also has considerable experience in
statutory and disciplinary tribunals in Hong Kong.
Glenn has lived and worked in Hong Kong for the past 30+ years, handling matters throughout
the Asia Pacific region. He is recognised in Band 1 of Chambers for Construction: China.

Yasemin Cetinel is the founding partner of Cetinel Law Firm, in Istanbul specialized in
international investment and commercial arbitration, with a specific focus on construction
disputes. She is currently enrolled for a MSc Degree for Quantity Surveying in Heriot-Watt
University. She holds a postgraduate degree in international commercial arbitration from the
Queen Mary and West field College, University of London. She has been involved in
numerous ICSID arbitrations, including cases against the Republic of Kyrgyzstan, the
Hashemite Kingdom of Jordan, the Republic of Georgia and the Republic of Turkmenistan.
She represents and advise contractors of various nationalities in projects or cases in Eastern
Europe, Middle East, Turkic Countries, Sub-Saharan Africa and Latin America. She has
extensive experience on FIDIC/ICE based contracts, EPC contracts, construction contracts
with Turkish, Middle Eastern, Venezuelan and Iranian state entities; as well as on dispute
board proceedings in construction contracts. Ms. Cetinel serves as Dispute Resolution Board
Foundation Representative for Turkey. She knows Turkish (native), English, French and
Greek (non-professional).
