• SEs can best support the PM by recognizing their role in program
success
• First job is to develop the requirements needed for the design engineering
• Second job is to support the design engineers in design optimization
• Third job is to support (or conduct) V&V
• But the entire time you also need to support the program manager with
information on the design progress and support the budgetary and
schedule limitations

• What we have found is that our “Middle-Out” process works very
well to shorten the time required to develop the requirements
