André Knipe was born in Graafwater on February 4, 1968, and received his schooling at the Hoërskool Graafwater, matriculating in 1986. He graduated from the University of Stellenbosch with B.Admin. and B.Admin.(Hon) degrees in 1990 where-after he completed his national service in the South African Air Force as a Lieutenant. In January 1992 he was appointed lecturer in Public Administration at the then Technikon SA and was promoted to senior lecturer in 1998. He completed a Masters degree at the University of Stellenbosch in 1996, focussing on Project Management for Developmental Local Government.
