                            Spatial management guidelines for design and evaluation of
                                        Multimodal Transport Interchange

           PLANNING FOR A MULTIMODAL TRANSPORT INTERCHANGE : Study Area: Sealdah Interchange, Kolkata
• should be located within than 4min to 7min of walking distance
                        from concourse ( primary survey)
                        • should be located not more than 50m from exit point of the built
                        facility      ( UTTIPEC)
                        • should be universally accessible, weather protected and automatic
                        surveillance system should be installed ( UTTIPEC)
                        • Automatic ticketing booths (ticket vending machines, 55%
                        respondents) and integrated ticketing system (40% respondents) should
                        be initiated ( primary survey)
                        • Queuing space for 100 persons per minute in peak-hours and 50
                        persons per minute at all other times should be provided ( primary
                        survey)
                        • Waiting time at bus stop should be between 4min to 8min (
                        primary survey)
                           • Loading for buses at Sealdah interchange should not exceed 1.7
                           during peak hours and 1.5 at all other times

                              persons per minute at all other times should be provided ( primary
                              survey)
                              • Waiting time at pratransit stop should be between 4min to 6min (
                              primary survey)

• Surface pathways are preferable over subways and skywalks. (78%
                           respondents) Subways should be provided wherever possible over
                           skywalks. (54% respondents ) (primary survey)

                           • Direct linkages from subway to platform/concourse should be
                           provided with adequate provisions for ticketing ( primary survey)

                           • Subways links should be extended to the peripheral areas of the
                           interchange to improve the Quality of Service of the interchange (
                           primary survey)
                           • All surface walkways to be designed according to “ Street Design
                           Standards by UTTIPEC”

                           • There should be minimum conflict between vehicular and pedestrian
                           movement and suitable measures to taken for crime prevention and
                           personal safety

• Universal Accessibility is required for all sidewalks, crossings,
                            parks, public spaces and amenities.( to be designed according to
                            UTTIPEC street design standards)
                            •There should be level boarding on all concourses. (TfL Guidelines)


                            • Toilet facilities, with one unit with disabled access should be
                            provided every 800 m of a continuous street (UTTIPEC street design
                            standards)
                            • Toilet facilities, with one unit with disabled access, should be
                            provided near bus and paratransit stops and waiting areas.

                            • CCTV coverage and natural surveillance

• Hawker Zones must be provided within the Multi-functional Zone or
                         other incidental spaces along a pedestrian pathway - within the
                         overall RoW - but must be clear of all minimum walking and cycling
                         rights-of-way.( UTTIPEC street design standards)
                         •Organized retail/hawking (of displaced shops) should be allowed
                         near subway entrances and strategic locations in the subway to give
                         life to the place and also prevent crime.
                         • Parking locations should be located at least 250m away from
                         main exits (Connectivity Features of MRTS Stations: UTTIPEC)

                         • Parking should be located without interfering the barrier free
                         movement in the interchange zone. (UTTIPEC)

                         • The interchange zone should not have a level difference of more
                         than 2 stories, where automated walkways or elevators are not
                         provided. (Primary survey )
                            • Drop off area should be designed away from the main pedestrian
                            exit but no more than 100m from the interchange facility entrance
                            (UTTIPEC)

• Ticketing time should be within 3min to 8min.

                              • Automated ticketing booths and integrated ticketing systems
                              should be initiated
                              • Internet booking facilities may also be looked into for monthly and
                              quarterly ticketing schemes
                              • Queuing space for 12 to 30 persons @ manual ticketing booths
                              and 10 to 28 persons @ automatic ticketing booths.
                              •Real time information (Passenger Information System, visual and
                              audio) should be provided at all decision making areas

                              • Accuracy of information should not be less than 10min. (primary
                              survey).

                              • Waiting time should not exceed 12 min for suburban passengers.
                              • Air conditioned waiting lounges (pay and use) for passenger
                              comfort and revenue generation.

• Concourse area should be accessible from the ticketing counter at
                              a walking distance of 3min to 5 min on level movement course

                              • Waiting time at platform should not exceed 12 min for suburban
                              passengers

                              • Safety and security to be ensured at al times of the day


                              • Freight movement should be segregated from normal flow of
                              passengers.

  • 11. • Surface pathways are preferable over subways and skywalks. (78% respondents) Subways should be provided wherever possible over skywalks. (54% respondents ) (primary survey) • Direct linkages from subway to platform/concourse should be provided with adequate provisions for ticketing ( primary survey) • Subways links should be extended to the peripheral areas of the interchange to improve the Quality of Service of the interchange ( primary survey) • All surface walkways to be designed according to “ Street Design Standards by UTTIPEC” • There should be minimum conflict between vehicular and pedestrian movement and suitable measures to taken for crime prevention and personal safety PLANNING FOR A MULTIMODAL TRANSPORT INTERCHANGE : Study Area: Sealdah Interchange, Kolkata
  • 12. • Universal Accessibility is required for all sidewalks, crossings, parks, public spaces and amenities.( to be designed according to UTTIPEC street design standards) •There should be level boarding on all concourses. (TfL Guidelines) • Toilet facilities, with one unit with disabled access should be provided every 800 m of a continuous street (UTTIPEC street design standards) • Toilet facilities, with one unit with disabled access, should be provided near bus and paratransit stops and waiting areas. • CCTV coverage and natural surveillance PLANNING FOR A MULTIMODAL TRANSPORT INTERCHANGE : Study Area: Sealdah Interchange, Kolkata
  • 13. • Hawker Zones must be provided within the Multi-functional Zone or other incidental spaces along a pedestrian pathway - within the overall RoW - but must be clear of all minimum walking and cycling rights-of-way.( UTTIPEC street design standards) •Organized retail/hawking (of displaced shops) should be allowed near subway entrances and strategic locations in the subway to give life to the place and also prevent crime. • Parking locations should be located at least 250m away from main exits (Connectivity Features of MRTS Stations: UTTIPEC) • Parking should be located without interfering the barrier free movement in the interchange zone. (UTTIPEC) • The interchange zone should not have a level difference of more than 2 stories, where automated walkways or elevators are not provided. (Primary survey ) • Drop off area should be designed away from the main pedestrian exit but no more than 100m from the interchange facility entrance (UTTIPEC) PLANNING FOR A MULTIMODAL TRANSPORT INTERCHANGE : Study Area: Sealdah Interchange, Kolkata
  • 14. • Ticketing time should be within 3min to 8min. • Automated ticketing booths and integrated ticketing systems should be initiated • Internet booking facilities may also be looked into for monthly and quarterly ticketing schemes • Queuing space for 12 to 30 persons @ manual ticketing booths and 10 to 28 persons @ automatic ticketing booths. •Real time information (Passenger Information System, visual and audio) should be provided at all decision making areas • Accuracy of information should not be less than 10min. (primary survey). • Waiting time should not exceed 12 min for suburban passengers. • Air conditioned waiting lounges (pay and use) for passenger comfort and revenue generation.
