• Akshaya Project, was launched as an e-literacy project on
Nov 18th, 2002 by Dr A. P. J. Abdul Kalam
• Piloted in the district of Malappuram
• In 2005 Malappuram achieved the target of making at least
one person in each family e-literate
• Mission - to bridge the “digital divide”
• Works in PPP model – Presently 2621 centres across state
delivering G2C and B2C services to citizens

2005: Second phase - 7 districts ; Started utility bill payments
2007: Third phase - remaining 6 districts
2007: Kannur also achieved 100% e-literacy target
2008: Statewide 100% e-literacy achieved
2008 :Transformed completly into a CSC
2011: Started Aadhaar enrolment stations
2012 : Launched e-District services
2013 :Launched Financial & Insurance services

6. Status of major services - UID
• ~92% Quality in Aadhaar enrolments which is way above national average of
80%
• 1.8 Cr enrollments through Akshaya.More than 55% of total enrolments in the
state are done through Akshaya
• 700 + , Aadhar Enrollment stations
• 120 + Child enrollment stations
• Service charge to ACEs till June‘16 is disbursed(~ 61.8 Crs )
• Verifier payment from 2014 is pending due to insufficient fund
• 76% child enrolment in 0-6 age group thru camps conducted at anganwadis
• Challenges – POI, POR document scanning and uploading recently introduced
in ECL software is making the process delayed ; Service charge is not incresed
correspondingly
7. Status of major services - e-District
• Govt Services of different departments commercial use portal for Akshaya centres
& public governement portals.
• 2.17 Cr. certificates issued in total till date out of which 2.14 Cr. has been through
Akshaya
• E-District and e-office hand holding staff reporting is changed to DPMs for better
coordination
• Challenges - Technical issues are still prevailing in the application
• Frequent technical issues are faced in the newly introduced Forest department
services
8. Status of major services – Financial Inclusion
• 1776 Akshaya banking kiosks to provide basic banking services to public
without approaching a branch
– 13 Banks associated (SBT, SBI, Canara, KGB, PNB, Federal, Vijaya, Union etc)
– SBT and SBI together account for over 70% of the KIOSKs
– 2.25 Lakh Bank Accounts opened sofar ; Total of ~3 Lakh transactions
– Zero balance a/c opening; AEPS/NEFT/IMPS transactions up to Rs 10000 per day;
Card transactions with pinpads; Insurance and pension enrolment and remittance
• ~1500 of ACEs possess an IRDA license to provide insurance portal services -
association with New India Assurance; Discussion started with NIA to convert
all KIOSKs to insurance selling points
– ~42 lakh INR premium collected in the month (Jun’16)
9. Status of major services – Apna CSC
• Akshaya is integrated with CSC 2.0 ,98 % of the ACEs have CSC portal providing
over 200+ services
• New CSC recommendations in the state are done through Akshaya only since
June 2016
• Common branding challenges – Akshaya has no prominence in the common
digital seva name board suggested by Deity
• Lack of commuication and coordination between CSC SPV and IT Mission
• Lack of technical support from CSC SPV for banking KO services
• CSC VLE society formations
• Financial assistance from CSC is requested for the remuneration of DeGS
managers

- Ration Card additional data entry claim, Rs 1.75 Crs is pending

- Rs 50 Lakhs pending from LIC for AABY registrations
• Shoratge of fund for distributing Verifier payment for the year 2014-2015.
Require 67 Lakhs to make the payment to verifiers

• Service charge revision petitions for e-district
• Lack of uniformity in service charges collected by ACEs for services
• Lack of laisoning with CSC SPV
• Parallel citizen service centre models imitating Akshaya brand

• Participating in IITF -2016 Digital India pavilion at Delhi
• Special activation drive for activating SBI and SBT KIOSKs . Target to complete by
