2007 OSLC APPROVED CONSTITUTION

1.0 NAME & AFFILIATION

1.1 The name of the congregation shall be Our Saviour Evangelical Lutheran Church,
Inc., Green Bay, Wisconsin, a religious corporation organized under Chapter 181 of the
Wisconsin Statutes, the Wisconsin nonstock corporation law.

1.2 This congregation shall be a member of The Lutheran Church – Missouri Synod as
long as the Synod conforms to the congregation's confessional standards set forth in
Section 3 as determined by a majority vote of the congregation at a meeting called for
that purpose.

2.0 MISSION

2.1 The purpose of this congregation shall be to give honor and glory to God, to carry
out His will, to assist in preaching the Gospel of Jesus Christ to all the world, to manifest
the unity of our faith in Jesus Christ as God and Savior, to foster Christian fellowship and
love, to extend a helping hand in human need, and to achieve our objectives by the
preaching of the Word of God, by the administration of the sacraments, and by the
religious instruction of all its members according to the confessional standard of the
Evangelical Lutheran Church.

2.2 A statement of mission focus adopted by the congregation at one of its duly called
meetings shall be inserted in the by-laws. The statement of mission focus shall be
periodically examined and evaluated by the Board of Elders and the pastor(s) with the
intent of possible amendment as the congregation seeks to perceive and respond to God's
continuing call in the midst of changing conditions in society.

3.0 CONFESSIONAL STANDARD

This congregation accepts without reservation:

3.1 The Scriptures of the Old and the New Testament as the written Word of God and
the only rule and norm of faith and of practice;

3.2 All the Symbolical Books of the Evangelical Lutheran Church as a true and
unadulterated statement and exposition of the Word of God, to wit: the three Ecumenical
Creeds (the Apostles' Creed, the Nicene Creed, the Athanasian Creed), the Unaltered
Augsburg Confession, the Apology of the Augsburg Confession, the Smalcald Articles,
the Large Catechism of Luther, the Small Catechism of Luther, and the Formula of
Concord.

3.3 Only such hymns, prayers, and liturgies shall be used in the public services of this
congregation and in all ministerial acts as conform to this confessional standard.

3.4 In all classes for instruction in Christian doctrine, only such books shall be used as
conform to this standard.

4.0 MEMBERSHIP

4.1 Membership - The membership of this congregation includes the following:

4.1.1 Baptized members are all who have been baptized in the name of the Triune God
and who are under the spiritual care of the pastor(s) of this congregation, including the
children who have not yet been confirmed.

4.l.2 Communicant members are those baptized members who have been confirmed in
the Lutheran faith, accept the confessional standard of Section 3 of this constitution, are
familiar at least with the contents of Luther's Small Catechism, and are not members of
organizations whose principles and conduct conflict with the Word of God.

4.1.3 Voting members are communicant members who have reached the age of 18 years,
have been received by the voters assembly, and have signed the constitution of the
congregation.

4.2 Reception – Members may be received as children, as communicant but non-
voting members, or as communicant, voting members. Members may be received
through the following methods:

Reception of children (non-communicant membership): 1) Children are received
as members through Baptism with the consent of one or both member parents; 2)
In the case of children who have been Baptized in another Christian congregation,
their membership is concurrent with that of their member parents. In either case,
children will receive instruction and the Rite of Confirmation;

Reception of communicant members: communicant members are received: 1)
Through transfer from a sister Lutheran congregation; and/or 2) through
“profession of faith” or “reaffirmation of faith” as per the pastor’s/pastors’ review
and blessing. These members are of age, faith, and understanding so as to receive
the Lord’s Supper. The reception shall be approved by the Board of Elders.

Reception of voting members - communicant members who have reached the age of 18
years may be received as voting members upon signing the constitution.

4.3 Duties - Members of the congregation shall endeavor, with God’s help, to conform
their entire lives to the rule of God's Word, and to that end make diligent use of the
means of grace, exercise faithful stewardship of God's many gifts and talents, impart and
accept fraternal admonition as the need of such admonition becomes apparent, and be
readily available for services in the kingdom of Christ within and beyond the
congregation.

4.4 Termination

4.4.1 Membership shall be terminated by transfer to a sister congregation, by death, by
joining a congregation outside the fellowship of this congregation, by excommunication,
by self-exclusion, or through other means as determined by the Elders with the approval
of the Pastor(s).

4.4.2 Communicant members who conduct themselves in an unchristian manner shall be
admonished according to Matthew 18:15-20; if they remain impenitent after proper
admonition as described in the bylaws, the matter shall be taken up by the Elders for
review and response. A member who remains truly impenitent may be excommunicated
by the Elders with the approval of the Pastor(s).

4.4.3 The termination shall be approved by the Board of Elders.

5.0 PASTORS & TEACHERS

5.1 The congregation shall establish the pastoral office, which shall be conferred only on
such a pastor or candidate who professes and adheres to the confessional standard set
forth in Section 3 of this constitution, who is qualified for his work, who has been
endorsed by the Synod, and who is a member of the Synod. (The same shall apply to
Called teachers in a parochial school.)

5.2 Any pastor, Called teacher, or officer may be removed from office by the voters
assembly by a two-thirds majority ballot vote, in Christian and lawful order, for one of
the following reasons: heresy, non-compliance with the doctrinal standards of this
congregation, persistent adherence to false doctrine, scandalous life, or persistent neglect.

5.3 The congregation may require the resignation of any pastor, Called teacher, or officer
from his position in the congregation in the case of prolonged incapacity, immorality,
general or specific incompetence, or inability to perform the duties of the office. These
individuals may be removed by a two-thirds majority ballot vote at a regular or special
voters meeting.

6.0 AUTHORITY OF THE CONGREGATION

6.1 This congregation, through its voters assembly and subject to the limiting provision
of the constitution and its associated bylaws, shall have supreme power in the
administration of its affairs. The establishment and conduct of all organizations and
societies within the congregation or related directly to it shall be subject to the approval
and supervision of the voters assembly.

6.2 All matters shall be decided by a majority vote of the voters assembly unless
otherwise specified by this constitution or bylaws, excluding matters of doctrine and
conscience which shall be decided only on the basis of the Word of God.

6.3 The right of Calling pastors or teachers shall be vested in the voters assembly and
shall not be delegated otherwise.

6.4 Regular meetings of the voters assembly shall be held as determined in the bylaws.
Special meetings may be called at the request of the president, the pastor(s), any of the
administrative boards, or ten voting members.

6.5 All voting members present at a validly called meeting shall constitute a quorum.

7.0 OFFICERS & BOARDS

This congregation shall have the following offices and boards in addition to any which
the congregation shall authorize from time to time:

7.1 Officers

7.1.1 A presiding president, who shall conduct the meetings of the voters assembly.

7.1.2 A president emeritus, who is to fill the role in the presiding president's absence or
inability to act.

7.1.3 A president-elect, who is to fill the role of the presiding president and the president
emeritus, in their absence or inability to act.

7.1.4 A treasurer(s), who shall be responsible for the financial records of the
congregation.

7.1.5 A secretary, who shall be responsible for the minutes and correspondence of the
voters assembly and parish planning council.

7.2 Boards

7.2.1 A Board of Elders shall assist the pastor(s) in the spiritual life of the congregation.

7.2.2 A Board of Trustees shall be responsible for the physical properties of the
congregation.

7.2.3 A Board of Christian Education shall be responsible for the Christian growth of the
members of the congregation.

7.2.4 A Board of Evangelism shall lead the members of the congregation to outreach to
others in the community.

7.2.5 A Board of Youth Ministry shall be responsible for involving young people in the
work of Christ.
7.2.6 A Board of Stewardship shall initiate programs to encourage members to contribute

their time, talents, and treasures.

7.2.7 A Board of Fellowship shall initiate events to encourage congregational fellowship
and provide a family atmosphere.

7.2.8 A Board of Personnel and Finance shall review duties and wages of paid
congregational positions and oversee the annual budget.

7.3 Powers of Boards and Officers

7.3.1 Congregational officers, boards, or committees, whether elected or appointed, shall
have no authority beyond that which has been conferred upon them.

7.3.2 Whatever power may have been delegated to them may at any time be altered or
revoked by the voters assembly.

8.0 DIVISION

8.1 If at any time a division should take place on account of doctrine, the property of the
congregation and all benefits connected therewith shall remain with those communicant
members who continue to adhere in confession and practice to Section 3 of this
constitution, as determined by the adjudication procedures of the Synod.

8.2 If division takes place for any other reason, the property shall remain with the
majority of the communicant members who continue to adhere in confession and practice
to Section 3 of this constitution, as determined by the adjudication procedures of the
Synod.

8.3 In the event the congregation should dissolve, the property and all rights connected
therewith shall be transferred to that District of the Synod in which the congregation held
membership at the time of dissolution.

9.0 AMENDMENTS

9.1 Unaltered Article - Article 3 of the constitution shall be unalterable and irrepealable.

9.2 Amendments - Amendments to this constitution and the bylaws may be adopted at a
voters assembly, provided:

9.2.1 That they do not conflict with any section of any other article that pertains to
Scriptural doctrine and practice;

9.2.2 The intention to amend the constitution and the wording of the amendments
proposed shall be read to the congregation assembled for worship on two consecutive
Sundays prior to the date upon which the amendment is presented for action.

THE BYLAWS OF THE CONSTITUTION

100.0 COMMUNICANT MEMBERSHIP

100.1 Application for Membership - Procedure

Applicants for communicant membership shall consult the pastor(s) who shall determine
whether such applicants are eligible for membership in accordance with Article 4.0 of the
Constitution. Applicants not familiar with the doctrines and confessions of The Lutheran
Church - Missouri Synod shall be required to attend a course of instruction and make
profession of their faith either before the congregation or, at the pastor’s/pastors’
discretion, before witnesses who are members of the Board of Elders, before being
received as members.

Applicants from other Lutheran churches shall submit a letter of transfer from their
former congregation to establish their eligibility for membership. In the case of
applicants whose previous membership in a Lutheran congregation has lapsed, the
pastor(s) may, with the consent of the Board of Elders, arrange for a period of
reinstruction prior to reaffirmation of faith for such applicant.

After applicants have given satisfactory evidence of their eligibility in accordance with
the two preceding paragraphs, their admission as communicant members shall be
recommended by the pastor(s) to the Board of Elders which shall have the authority to act
on such application on behalf of the voting membership. The roster of new members shall
be publicized in the various news media of the congregation.

100.2 Voluntary Termination of Membership

100.2.1 Transfers.

A member desiring transfer to another Lutheran congregation shall apply to the pastor(s).
Upon approval by the pastor and the Board of Elders, a letter of transfer shall be issued
by the pastor(s). The Board of Elders shall report all transfers to the congregation through
church publications.

100.2.2 Joining Other Churches.

In cases where a communicant member of the congregation has joined a non-Lutheran
congregation, the member shall, upon the decision of the pastor(s) and the Board of
Elders, be deemed to have terminated membership in the congregation, forfeiting all right
and privileges of such membership. The member’s name shall be removed from the
membership list of the congregation. Such action shall be reported to the congregation
through church publications.

100.2.3 Lapsed Membership.

In cases where a member gives evidence of no longer wanting to maintain an active
membership in the congregation, the Elders may, with the approval of the Pastor(s), elect
to designate the member as “lapsed.” In such cases, full membership shall be reinstated
upon evidence that the member wishes to rejoin active membership in the congregation.

101.0 DISCIPLINE IN THE CONGREGATION
All discipline in this congregation shall be administered in accordance with the order of
discipline laid down in Matthew 18:15-20, I Corinthians 5:1-5, and other related New
Testament passages. The following procedure shall be followed under the direction of
the pastor(s) and the Board of Elders.

101.1 Provisions Pertaining to Communicant Membership

101.1.1 Whereabouts Unknown.

The name of a member whose whereabouts are unknown and cannot be established
within a period of twelve months shall be removed from the membership list of the
congregation upon the decision of the pastor(s) and Board of Elders and placed in a file
designated quot;Whereabouts Unknown.quot; Such membership is terminated and shall be
reported to the congregation through church publications. Such membership shall be
reinstated if the member is subsequently located, or returns to active worship.

101.1.2 Excommunication and Self-Exclusion.

When a member of Our Saviour Lutheran Church has not communed for nine months, he
or she will receive a visit from an Elder, and shall be admonished and encouraged. If
such a member has still not communed after 12 months, he or she shall receive another
visit by two Elders and a pastor. Additional admonition and encouragement shall be
given. If, after 15 months, such a member still has not communed and is not attending
the worship services of the church, he or she shall be evangelically admonished more
firmly and told that if such neglect continues for another 3 months, it shall be interpreted
as impenitence, lack of faith in Jesus Christ, and indifference to church membership,
privileges, and responsibilities. If, then, after 18 months, the member has not responded
to Christian admonition as outlined above, the member's name shall be transferred to the
mission file of the congregation or turned over to the Board of Evangelism.

The individual shall be notified of such action by certified mail and shall be declared to
have excluded himself/herself from this Christian congregation.

Such self-exclusion releases the individual from all responsibilities to this congregation,
but it also excludes the member from the privileges of church membership. Such a
person, however, will at all times be cordially welcome to attend all divine services in our
church. Membership shall be fully restored upon a return to active worship by the
member.

Excommunication is to be applied to any member who conducts himself/herself in an
unchristian manner; that is, to one who openly adheres to false doctrine, gives evidence
of an immoral and offensive life, or willfully despises either the preaching of the Gospel
or the reception of the Sacraments. The Board of Elders shall administer church
discipline on behalf of the congregation.

Persons who have been removed from membership for whatever reason shall be restored
with all rights and privileges when they repent and ask forgiveness through the pastor(s)
and the Board of Elders.

Both acts of discipline and restoration may be made known to all communicant members,
at the discretion of the pastor(s) and the Board of Elders, by whatever method the
pastor(s) and Board of Elders deem most suitable.

101.2 Provisions Pertaining to Church Officers

Any officer of the congregation who persistently neglects the duties of his/her office may
be removed by a two-thirds majority of votes cast in a regular meeting of the voters
assembly. When an office is made vacant by removal, resignation, death, or
excommunication of the incumbent, a successor to such officer shall be elected by the
voting membership as soon as reasonably possible. In the absence of a special voters
meeting, a successor to such officer may be appointed upon nomination by the pastor(s)
and vote of the council.

101.3 Provision Pertaining to Pastors and Teachers

Sufficient grounds for removing a pastor or duly Called or contracted teacher shall be
persistent adherent to false doctrine, scandalous life, persistent neglect of official duties,
or evident protracted incapacity to perform the function of the sacred office.

Charges on any of these counts shall be carefully investigated by the Board of Elders or,
in the case of a teacher, by the Board of Christian Education. Should such charges be
substantiated by clear evidence, the individual involved may first be given an opportunity
to resign his position in the congregation. If the individual does not resign, the above
mentioned board or boards shall, after consultation with the appropriate officers of the
North Wisconsin District, notify the congregation of the situation and submit the matter
for action at a special meeting of the voters assembly. This meeting shall be announced
by the Chair of the appropriate board in one of two ways: 1) at regular divine services on
the two consecutive Sundays preceding the meeting, or 2) by mail and announcement in
the services of one previous Sunday. A two-thirds majority of the votes cast shall be
required to remove a pastor or teacher.

102.0 MEETINGS OF THE CONGREGATION

102.1 Regular Meetings

A regular meeting of the voting membership shall be held each calendar year, during the
fourth quarter of the calendar year. Dates and times of all voters meetings shall be set by
the parish planning council.

All communicant members of the congregation may attend the meetings of the voters
assembly and may, with the consent of the voting membership, submit recommendations,
or participate in a discussion of any given item of business before the voting membership.
Every meeting of the voting membership shall be announced at the worship services on
the Sunday preceding the date of the meeting.

102.2 Special Meetings

Special meetings of the voters assembly may be convened by the presiding president, at
the request of the pastor(s), any one of the administrative boards, or 10 voting members
of the congregation.

Notice of the date and time of such a meeting, and of the nature of the business to be
transacted, shall be given at the Sunday worship services immediately preceding the time
of the meeting.

102.3 Order of Business at Regular Meetings

Regular meetings of the voting membership shall proceed as follows:

102.3.1 Scripture reading and/or prayer

102.3.2 Record names of voting members present

102.3.3 Acceptance of new voting members

102.3.4 Minutes of previous meeting(s), including special meetings

102.3.5 Treasurer's report

102.3.6 Reports from committees of the voting membership

102.3.7 Reports of administrative boards

102.3.8 State of the parish report by pastor(s)

102.3.9 Old Business

102.3.10 New Business

102.3.11 Adjournment

The presiding president may, with the consent of the voting membership, vary the above
order in the interests of efficiency.

In general, for purposes of order, Robert's Rules of Order shall prevail.

102.4 Restriction Pertaining to Voters Assembly Meetings

In the event of a tie vote, the presiding president may cast the deciding ballot.

There shall be no voting by proxy or absentee ballot.

103.0 THE OFFICE OF THE PASTOR AND CHRISTIAN DAY SCHOOL
TEACHERS

103.1 Procedure for Securing a Pastor or Christian Day School Teacher

After consultation by the Board of Elders with the president of the North Wisconsin
District or his representative to determine the interest and eligibility of candidates,
candidates for the pastorate shall be proposed at the next regular meeting of the voting
membership or at a special meeting called for that purpose. In the case of a Christian Day
School Teacher, the Board of Christian Education shall consult with the appropriate
district representatives and shall present a list of candidates in the same manner as
described above. In either case, additional candidates may be proposed by any voting
member at the meeting called to discuss the candidates. The voters shall then adopt a list
of candidates.

At that meeting, or at a subsequent regular or special meeting of the voting membership,
the voters shall elect one of the proposed candidates by a majority of ballots cast. It shall
be the duty of the presiding president to see that notice of this election is delivered
promptly to the candidate in whatever manner the presiding president shall deem
advisable.

Negotiations for Christian day school teachers (new or renewal) shall be delegated to the
Board of Christian Education, and such negotiations and the terms agreed to shall come
before the voting membership for approval in a regular or special meeting of the voters
assembly.

103.2 The Pastoral Office
The pastoral office is the authority conferred upon pastors by God through a Call of the
congregation (the holder of the priesthood and of all congregational authority) to exercise
in public office common rights of spiritual priesthood on behalf of all. The pastoral office
is the primary office in the congregation from which all other offices of the congregation
issue. However, the congregation may establish as many auxiliary offices as its needs
require and determine what work is to be assigned to such offices.

In Calling a pastor to preach the Word of God and to administer the sacraments on their
behalf, the members of the congregation exercise their royal priesthood and by no means
relinquish it. This is the privilege and responsibility of all members of the church.

104.0 ELECTION OF OFFICERS AND ADMINISTRATIVE BOARDS

104.1 Nomination Procedure

At the September meeting of the parish planning council, the council shall select four (4)
qualified voting members who shall serve as the nominating committee. The nominating
committee shall be announced to the congregation in the various news media of the
congregation.

Within two weeks after the announcement of the nomination committee, any
communicant member of the congregation may submit names of candidates to the
nominating committee. The nominating committee then shall prepare a list of candidates
drawn from among communicant members of the congregation who are 18 years of age
or over and from the names submitted by communing members. Through consultation
with the pastor(s) and the Board of Elders, the nominating committee shall investigate the
status of proposed candidates to find if they are spiritually eligible for office and willing
to serve.

The nominating committee, at least two weeks before the date of the regularly scheduled
annual voters meeting, shall post conspicuously on the church bulletin board the list of
candidates for the following offices: president-elect, treasurer(s), secretary, and Chairs of
the various administrative boards whose terms are up for renewal.

104.2

From the list of candidates for each elective office submitted by the nominating
committee, the voting membership shall, at its annual meeting, elect by ballot and
majority of the votes cast, the following officers in the years indicated:

104.2.1 A president-elect every year.

104.2.2 A treasurer(s) in even-numbered years.

104.2.3 A secretary in odd-numbered years.

104.2.4 Board directors for the directorship of the boards as established by the
constitution.

104.3 Installation and Term of Office

The newly elected officers of the congregation shall be installed on the last Sunday in
December, and shall assume their duties of office as of January 1st. The term of office
for president shall be three years with the first year serving as president-elect, the second
year serving as presiding president, and the third year serving as president emeritus. The
term of office of the treasurer(s) and secretary shall be two years. All board Chairs shall
serve a two year term.

105.0 THE PARISH PLANNING COUNCIL

105.1 Membership

The parish planning council shall consist of the president(s), the treasurer(s), the
secretary, the board Chairs, and the pastor(s) of the congregation, all of whom will hold
membership on the parish planning council until their term of office expires.

105.2 It shall be the specific responsibilities of the parish planning council to:

105.2.1 Serve as the point of liaison between the pastor(s), the officers of the
congregation, and the various administrative boards in planning the total work of the
congregation.

105.2.2 Settle jurisdictional disputes between the several administrative boards.

105.2.3 Present to the congregation a summary of the previous year’s goals and
accomplishments as well as attainable goals for the year ahead.

105.2.4 Prepare the agenda for all meetings of the voters assembly.

105.2.5 Set the dates and times for the voters assembly meetings.

105.2.6 Appoint the nominating committee as required at the time required.

105.2.7 Fill unexpired terms or new positions by appointment.

105.2.8 Determine the minimum number of members desired on each board for the year
beginning January 1.

105.2.9 The parish planning council is not primarily a decision making body but serves as
a forum where the activities of the administrative boards may be discussed, evaluated,
and coordinated, and where all such activities may be integrated into an overall
congregational program. The parish planning council shall be available at all times,
however, for any additional functions which the voting membership may wish to confer
upon it.

105.2.10 The parish planning council shall keep a permanent set of minutes for each
meeting, and such minutes shall be the property of the congregation.

105.3 Schedule of Meetings

The parish planning council shall normally meet in each of the following months:
January, February, March, April, June, July, September, October, and December.
Additional meetings may be called by the presiding president of the congregation and/or
the pastor(s) as required.

106.0 BOARD MEMBERS

106.1 Selection Procedure

At each meeting as necessary, the parish planning council shall appoint members to fill
vacancies on the boards. The presiding president shall publicize such appointments to the
congregation through the various news media of the congregation.

106.2 Installation and Term of Office

The newly appointed board members shall be installed upon appointment by the parish
planning council, and shall assume their duties immediately. The term of office of all
board members shall be two years. Board members may serve any number of two year
terms. Each year, the term of approximately one half of the members of each board shall
end.

       OFFICERS

200.0 TASKS OF OFFICERS

200.1 Presiding President

The Presiding President of the congregation shall:

200.1.1. Preside at all meetings of the voting membership.

200.1.2. Enforce the constitution and bylaws of the congregation.

200.1.3. Carry out the expressed will of the congregation as embodied in the resolutions
of the voting membership.

200.1.4. Call and preside over the meetings of the parish planning council.

200.1.5. Coordinate the functions, plans, and activities of the congregation in all its parts
for the total furtherance of the work of Christ's kingdom in our midst.

200.1.6. Appoint an auditing committee consisting of any two qualified communicant
members of the congregation other than the treasurer(s) and financial secretary to audit
the financial records of the congregation.

200.1.7. Submit the audit committee's report to the congregation through the various
news media of the congregation within three months of the end of the reporting period.

200.2 President-Elect

The president-elect of the congregation shall:

200.2.1. Act for and in the stead of the presiding president in the absence of both the
presiding president and the president emeritus.

200.2.2. Be available for whatever duties the presiding president shall assign to him/her
as his/her representative.

200.2.3. The president-elect shall serve on the Board of Personnel and Finance.

200.3 President Emeritus

The president emeritus of the congregation shall:

200.3.1. Act for and in the stead of the presiding president in the absence of the presiding
president.

200.3.2. Serve as the Chair of the Board of Personnel and Finance.

200.4 Secretary to the president

The secretary shall:

200.4.1. Be present at all voters meetings of the congregation.

200.4.2. Be present at all meetings of the parish planning council.

200.4.3. Enter the minutes of all meetings of said groups in a permanent record book over
his/her signature.

200.4.4. Conduct all official correspondence of the congregational boards and
committees under the supervision of the president.

200.4.5. Perform all the duties normally pertaining to his/her office and such additional
duties as the voting membership may delegate to him/her.

200.5 The Treasurer(s) shall:

200.5.1. Be responsible for accurate recording of congregational receipts and
disbursements and budgeted and actual expenditures according to proper accounting
procedures and, as deemed advisable, suggest improved methods of record keeping for
congregational consideration.

200.5.2. Present a written, duplicated current financial report at voters meetings and a
preliminary report at the parish planning council meetings.

200.5.3. Submit permanent financial records for annual audit on a timely basis after fiscal
year end.

200.5.4. Be responsible for monthly remission of offerings for missions and church
agencies and for prompt payment of salaries and bills authorized by the congregation or
the boards and directors as duly constituted sources become available.

200.5.5. Be bonded and such bond shall be procured by the Board of Trustees and the
premiums paid by the congregation.

200.5.6. Coordinate the flow of money from the treasury to the various boards in such a
way that an adequate balance is retained for payment of salaries and other regularly
recurring expenses and to earn the maximum income whenever possible.

200.5.7. Remit to the professional workers of the congregation for documented expenses
while attending professional workshops, conferences and conventions, approved by the
board under whose jurisdiction they function.

200.5.8. Receive from the financial secretary a report of all monies received through
worship services, special offerings, or any other source and duly record same.

200.5.9. Sign all checks for payment of bills, salaries, or other financial commitments of
the congregation of any sort.

200.5.10. Have available for all boards a current record of their respective disbursements
and budget allotments.

200.5.11. Have the authority to work out with salaried workers of the congregation a
breakdown of the worker's total compensation into salary, fringe benefits, and
withholdings.

200.5.12. Preside as chairman in preparation and presentation of the annual budget in
coordination with the Board of Personnel and Finance.

200.5.13. Arrange with the Board of Trustees for co-signing for all checks issued.

200.5.14. Make available to all congregation members upon request the most current
financial report and be available to answer any and all questions relating to these reports.

200.5.15. Have the professional financial expertise to carry out the treasurer's duties on a
competent basis to facilitate keeping the congregation accurately informed.

200.5.16. Serve on the Board of Personnel and Finance.


300.0 THE ADMINISTRATIVE BOARDS

300.1 General Duties and Powers of Administrative Boards.

Each administrative board shall submit a report of its activities at each regular meeting of
the voting membership and on such other occasions as the voting membership shall
require. Such reports shall include specific recommendations (if any) for congregational
action and/or approval.

Each administrative board shall initiate and carry out such activities and programs within
the congregation as will enable it to effectively perform the functions and duties assigned
to it by the constitution and bylaws, or by specific resolution of the voting membership.

Each administrative board shall be empowered to administer all funds set aside for its
work by budget appropriation or by special resolution of the voters assembly, provided
that the voting membership may, at its discretion, restrict such expenditures to conform
with the actual financial condition of the congregation at any given time. Each
administrative board shall be liable for all expenditures not authorized by the budget or
by special resolution of the congregation.

300.2 Organization and Meetings of Administrative Boards.

Each administrative board shall be under the direct control and supervision of the Chair
of that board. Following the election of the Chair of each board, the Chair of the
respective board shall designate and appoint from among the board members at his/her
own discretion those individuals who are to be responsible for various phases of the work
of that board. Such appointments should be made within two weeks of the date of their
election, and notification of such appointments is to be given to the president of the
congregation for publication to the members in the manner he/she deems most advisable.

The time and frequency of board meetings shall be at the discretion of the Chair of the
board and the board members, except that, for good and sufficient reason, either the
presiding president of the congregation or the pastor(s) may call a meeting of the board at
any time. Meetings thus called shall be classified as special meetings, and each person
involved shall be notified of the date, time, and purpose of such a meeting.

Each board shall keep a permanent set of minutes for each meeting, and such minutes
shall be the property of the congregation.

301.0 The Board of Elders

The nature of the duties of this board requires that only men noted for their Christian
knowledge, zeal, and experience in the spiritual work of the Kingdom of Christ shall be
elected to membership. The board should consist of at least eight (8) members, including
the elected Chair of the board. Members shall be named to the board at the discretion of
the Chair of the board with the approval of the pastor(s) and council.

The basic objectives of this board are the spiritual welfare of the pastor(s) and
congregation members, individually and corporately, and the supervision of everything
pertaining to congregational worship.

301.1. That the objectives of the board may be carried out, the board, either corporately
or through specifically designated individuals, shall:

301.1.1. Pray for the pastor(s) and other spiritual leaders.

301.1.2. Encourage the pastor(s) in their work by word and action.

301.1.3. Be concerned about the spiritual, emotional, and physical health and welfare of
the pastor(s) and their families, e.g. adequate compensation, housing, free time, vacation,
assistance in times of illness, and to that end specifically review these items at least once
a year.

301.1.4. Assist the pastor(s) in counseling with difficult cases and in finding peaceful
and God-pleasing solutions to personal problems within the congregation.

301.1.5. Exercise leadership in gathering Call lists and Calling a new pastor when a
vacancy occurs.

301.1.6. Maintain discipline within the congregation according to Scripture, the
Lutheran Confessions, and Article IV of the constitution and Article C of the bylaws.

301.1.7. Take spiritual charge and oversight of the geographical or family groups
assigned to them in liaison with the pastor(s) and other concerned boards of the
congregation.

301.1.8. Ensure that the congregation functions in accordance with the established
doctrine of the church as listed in Article II of the constitution.

301.1.9. Determine eligibility for membership of all individuals and families applying
for membership in this congregation according to Article IV of the constitution and
Article A of the bylaws.

301.1.10. See to the prompt transfer of all members who move away and of new

Lutheran families moving into the community.

301.1.11. Engage in member conservation and discipleship training in conjunction with
the Board of Evangelism and the Board of Christian Education.

301.1.12. Engage in continual review of communion and church attendance of all
members, make calls on delinquents, and follow up on all newborn children in the
congregation until they are baptized.

301.1.13. Train and supervise a visitation committee and engage in visitation of all sick,
hospitalized, aged, and shut-ins in the congregation continually.

301.1.14. Investigate cases of severe financial need brought to this board and make
specific recommendations for the pastor(s) and the Board of Personnel and Finance.

301.1.15. Be concerned about and supervise the thorough instruction of youth and adults
for confirmation and church membership in accordance with the policies and aims of the
Board of Christian Education.

301.1.16. Be present for periodic training as determined by the pastor(s) and this board.

301.1.17. Encourage spiritual programs and supervise the total work of the societies in
the congregation, such as the Lutheran Layman’s League, Lutheran Women’s Missionary
League, and the Women's Guild.

301.1.18. Submit an annual budget request in the form and at the time requested by the
Board of Personnel and Finance.

301.1.19. Assist in recruitment of persons for church offices and the Board of Elders.

301.1.20. Supervise the placement of collection monies in the church safe.

301.1.21. Provide a member to serve on the Board of Personnel and Finance.

301.1.22. Ensure that all communicant members (including new members) who have
attained the age of 18 have signed the constitution of the congregation.

301.1.23. Set long range spiritual and growth goals in coordination with the pastor(s).

301.1.24. Implement and maintain long range spiritual and growth goals with the
approval and support of the pastor(s).

301.1.25. Periodically, but at least once per year, review the status of members
received into the congregation within the past year and advise the appropriate
individuals, boards, and/or committees of any members who may need additional
orientation or integration.

301.2 For the worship of the Congregation:

301.2.1. Supervise the organists of the congregation.

301.2.2. Provide for vicars, assistants, substitute pastor(s), and guest speakers as needed.

301.2.3. Supervise the staffing and training of the ushering staff.

301.2.4. Assist the pastor(s) with communion distribution, reading of Scripture,
preaching, etc., as required.

301.2.5. Set the time, schedule, and number of communion services in conjunction with
the pastor(s) and the voting membership.

301.2.6. Approve and disapprove new forms of worship, liturgies, and hymns for use in
public worship.

301.2.7. Supervise the altar guild.

301.2.8. Participate in planning the service.

301.2.9. Supervise the budgeted allotment for the selection and procurement of
appropriate music, supervision of choirs, and other related matters in conjunction with the
director of music.

301.2.10. Recommend and annually review compensation and personnel for the music
staff as required for public worship.

301.2.11. Arrange and publicize special services.

301.2.12. Be responsible for a friendly personal welcome of visitors at worship and for
orientation and integration of new members in conjunction with the Board of Elders.

302.0 The Board of Trustees

The Board of Trustees should consist of at least five (5) members, including the elected
Chair of the board. Members shall be named to the board at the discretion of the Chair of
the board with the approval of the pastor(s) and council.

The basic objectives of the board are the proper maintenance and repair of church
property, the representation of the congregation in all legal matters, and the general
protection of the congregation against loss or damage of assets.

302.1 That the basic objective of the board may be carried out, the board, either

corporately or through specifically designated individuals, shall:

302.1.1. Make an annual inspection of church properties and equipment and recommend
to the voters assembly needed major repairs, improvements, or replacements.

302.1.2. Maintain an ongoing inventory of all church properties, including all
equipment, supplies, and other tangible assets, and including acquisition date and
approximate value of each item.

302.1.3. Carry out all resolutions of the voters assembly (i.e. special resolutions as well
as actions included within the operating budget approved at the regular voters meeting)
on purchases, repairs, and replacement of church property and equipment.

302.1.4. Prepare for the custodial help a detailed list of the required daily, weekly,
monthly, and annual maintenance of the facilities and equipment of the congregation.

302.1.5. Determine and establish, with the approval of the voters assembly, regulations
governing the use of church property and equipment. Set all policies and fees for rental,
use, and lending of church properties.

302.1.6. Be responsible for and supervise the use of all property and equipment for the
various activities sponsored by this and other Boards, groups, or committees who have
requested and received approval of an activity in the Congregation's facilities, which
includes the kitchen, gymnasium, etc.

302.1.7. Coordinate the scheduling of activities within the facilities in conjunction with
the pastor(s) and church office secretary.

302.1.8. Make and issue keys for church property and keep and review annually a list of
the keys issued.

302.1.9. Supervise, control, and recommend adequate storage facilities for all church
property, equipment, and supplies and the orderly maintenance of the same.

302.1.10. Annually check the adequacy of all types of insurance for church property and
equipment and negotiate insurance contracts.

302.1.11. Regularly check all property for fire hazards and unsafe conditions.

302.1.12. Be responsible for checking the safety of education facilities, such as steps,
handrails, lights, exits, housekeeping practices, and fire drills on a regular basis, with the
assistance of the Board of Christian Education.

302.1.13. Enlist work crews for special repair, improvement, cleaning, painting,
decorating, landscaping, and other projects.

302.1.14. Arrange for immediate repairs of an urgent nature and all normal repairs and
alterations for which budget funds have been allocated.

302.1.15. Negotiate service contracts for the organ, office machines, and the like with
the assistance of the director of church music and church office secretary.

302.1.16. Maintain an ongoing inventory of official documents in safekeeping and enter
its completion in the official minutes of the congregation.

302.1.17. Sign official documents and contracts that have been negotiated and approved
by the congregation. To this end, the Chair of the board and one additional board
member shall serve as co-signer.

302.1.18. Submit an annual budget request to the Board of Personnel and Finance in the
form and at the time requested by that board.

302.1.19. Provide a member to serve on the Board of Personnel and Finance.

302.1.20. Co-sign, along with the congregation Treasurer, all checks properly presented
by the Treasurer.

303.0 Board of Christian Education

The Board of Christian Education should consist of at least eight (8) members of
the congregation, including the Chair of that board. At least one pastor, the DCE,
and the directors of the kindergarten and pre-school, as applicable, shall also sit
on the board. Members shall be named to the board at the discretion of the Chair
of the board with the approval of the pastor(s) and council.

The basic objective of the board is to plan and administer the total educational program
of the congregation, including Sunday School, Vacation Bible School, and other such
programs. To further this objective, the board shall determine policies, select personnel
for the various programs, provide the necessary means and facilities for the programs,
and supervise the execution of the programs. In pursuit of this objective, the board shall
at all times be aware of and, whenever possible, be guided by the following points:

303.1 In establishing objectives and setting policies for all Christian education programs
for any and all portions of the congregation and in determining appropriate policies:

303.1.1. The Christian nurturing of children, youth, and adults in the
congregation and, through them, in the community and beyond shall be the goal
of this board.

303.1.2. All policies and programs shall provide for active expression of
Christian love and concern as an integral part of the total education
program.

303.1.3. All policies and programs shall, as much as possible, strengthen families as
basic units of Christian education and closely relate congregational programs to the
homes.


303.2 In selecting personnel for the various programs:

303.2.1. Administration of education programs shall be delegated to qualified persons.

303.2.2. For Christian day school teachers, the board shall exercise leadership in
gathering lists of candidates for vacancies in the teaching staff and for properly Calling
candidates (see preschool policies for hiring staff).

303.2.3. For other education programs, the board shall recruit, train, and place lay
teachers and leaders as the congregation's needs require.

303.2.4. The spiritual, emotional, and physical health and welfare of the educational
staff and their families shall be of primary importance.

303.2.5. Commendation for and recognition of faithful service by all persons
involved in the educational task of the congregation shall be provided for and
encouraged through a regular program.

303.2.6. The Christian growth of the educational staff through conferences,
conventions, and continuing education shall be provided for.

303.2.7. The board shall also, as called upon by the council or other appropriate
elements of Our Saviour Lutheran Church, assist in both one-time events and a
continuing program for the recruitment of fulltime workers in the church-at-large
such as pastors, teachers, and deaconesses.

303.2.8. The board shall provide a program to encourage the youth of the
congregation, and of the community at large, to enter into a life of service to the
church, either by encouraging attendance at a seminary, or in other appropriate ways.


303.3. In providing the necessary means and facilities for the programs:

303.3.1. To further the educational opportunities and development of all segments of the
congregation, the board will strive to provide and maintain suitable childcare.

303.3.2. The board shall encourage and facilitate reports from any and all members of
the educational staff, volunteers, or members of the congregation regarding the safety and
upkeep of education facilities and equipment. Upon receipt of such a report, the board
shall pass the appropriate information to the Board of Trustees, or a member thereof, in a
timely fashion. The board shall also endeavor to make an annual inspection, along with a

representative of the Board of Trustees, to determine the safety, upkeep, repairs and
replacements needed as well as new equipment needed.

303.3.3. The development of a fire safety education program, including regular fire
drills, shall be encouraged and supported.

303.3.4. The church library, including audiovisual materials and church periodicals, shall
be maintained, developed, encouraged, and promoted by the board.

303.3.5. The board shall provide an annual budget to the Board of Personnel and
Finance, in the appropriate form and at the time requested, adequate to support these
goals and objectives.


303.4 In supervising the execution of the programs:

303.4.1. The performance of each educational program shall be analyzed, and individual
curriculums approved, with the intent of seeking constant improvement.

303.4.2. Existing programs shall be reviewed at least annually to determine such factors
as: A) whether all age groups, including newborns and seniors, are being served; B) the
percentage of the congregation participating in the educational program as a whole; and
C) the appropriateness of individual classes and programs, the curriculum of youth
programs, and the success and availability of Bible studies.

303.4.3. Appropriate study aids suggested by the educational departments of synod,
district, and circuit as well as the church-at-large, shall be reviewed and recommended by
the board.

303.4.4. The board shall supervise and guide the Board of Youth Ministry in the
assimilation of newly confirmed youth into appropriate programs for study and activity.

303.4.5. At the request of the Board of Evangelism, the board shall assist in the
recruitment of pupils for the educational programs of the church.


304.0 The Board of Stewardship

The Board of Stewardship should consist of at least seven (7) members, including the
elected Chair of the board. Members shall be named to the board at the discretion of the
Chair of the board with the approval of the pastor(s) and council.

The basic objectives of this board are to initiate programs for the development of good
stewardship attitudes in the members of the congregation in regard to time, talents, and
treasures and to ensure the financial stability of the congregation and its work through a
developed program of dedicated, proportionate, first-fruits giving.

304.1 That the objectives of the board may be carried out, the board, either corporately
or through specifically designated individuals, shall:

304.1.1. Study the Scriptural principles regarding the total stewardship calling of the
Christian - as a member of his family, as a neighbor and citizen, and as a congregation
member - and share these insights with congregation members.

304.1.2. Contact and encourage new members for service to the congregation and
endeavor to stimulate the talents of present members for use in Christ's work.

304.1.3. Maintain a program to discover and enlist for service to Christ the talents God
has given members.

304.1.4. Be responsible for maintenance of a congregational talent file at all times, and
provide for the immediate recording of the talents and abilities of incoming members.

304.1.5. Identify opportunities for the development of talents such as training courses
and workshops to be conducted by the Board of Christian Education.

304.1.6. Regularly conduct intensive programs to confront every member personally
with basic Biblical stewardship principles and practices.

304.1.7. Encourage the Gospel-motivated practices of joyous, worshipful, liberal,
proportionate, first-fruits giving in response to received blessings and recognized needs.

304.1.8. Annually give every member an opportunity to make a commitment of his/her
treasure for kingdom work through the congregation.

304.1.9. Evaluate and make recommendations for gifts of love by individuals and the
congregation as a whole.

304.1.10. Evaluate various programs for endowments, remembrance of the congregation
in wills and bequests, and suggest ways of implementation to the Chair of the Board of
Evangelism as well as supplying workers at his/her request.

304.1.11. Encourage stewardship programs in the societies and auxiliaries of the
congregation.

304.1.12. Submit to the Board of Personnel and Finance, in the appropriate form and at
the time requested, a budget request for the coming year's work.

304.2 Financial Secretary

The Chair of the Board of Personnel and Finance shall appoint a financial secretary. The
financial secretary may be any qualified member of the congregation. This appointment
shall be subject to the approval of the parish planning council. The financial secretary

shall:

304.2.1. Be responsible for the accurate counting, recording, and depositing of all
receipts for the congregation in a local financial institution or institutions and to that end
shall enlist a staff of recording secretaries. The recording secretaries shall count and
record all receipts by congregation members for whatever purpose and shall notify the
Board of Personnel and Finance and the pastor(s) concerning contributions by non-
members.

304.2.2. Be responsible for issuance of annual statements to members showing their
offering.

304.2.3. Furnish the treasurer(s) with a duplicate deposit slip for all deposits.

304.2.4. Be responsible for the expediting and safe deposit and keeping of all funds.

304.2.5. Be responsible for requisitioning and distribution of offering envelopes.

304.2.6. Furnish the congregation a surety bond in the amount set by the congregation
and such bond shall be procured and the premium paid by the congregation.

305.0 The Board of Evangelism

The Board of Evangelism should consist of at least eight (8) members, including the
elected Chair of the board. Members shall be named to the board at the discretion of the
Chair of the board with the approval of the pastor(s) and council.

The basic objectives of the board are the bringing of the Gospel to the unchurched, the
enlistment of all of God's people in the work of spreading the Gospel and the deepening
of the faith and activity of the members of the congregation.

305.1 That the objectives of this board may be carried out, the board, either corporately
or through specifically designed individuals, shall:

305.1.1. Share with the pastor(s) in the entire program of proclaiming the Gospel to all
men.

305.1.2. Encourage prayer in church and homes for sincere evangelistic concern toward
all people.

305.1.3. Foster a climate of evangelism that encourages congregation members
informally and spontaneously to share Christ with one another, the backsliding, and the
unsaved.

305.1.4. Emphasize evangelism through annual programs aimed at all members.

305.1.5. Maintain an ongoing outreach program, offering people more than membership
in a church -- a saving relationship with Christ.

305.1.6. Publicize worship services.

305.1.7. Promote and direct congregation-wide evangelism undertakings.

305.1.8. Be responsible for a program of community relations that communicates the
Gospel through creative means, including but not limited to the standard forms of media.

305.1.9. Utilize the evangelism potential of The Lutheran Hour, This is the Life, and
other synodical or Christian programs.

305.1.10. Emphasize evangelism and encourage evangelism programs in and through the
societies and auxiliary organizations of the congregation and suggest projects for such
organizations.

305.1.11. Emphasize child and youth evangelism in conjunction with the Board of Youth
Ministry.

305.1.12. Canvass the church’s surrounding neighborhood and effectively record, study,
and utilize the results in churching the lost and straying.

305.1.13. Be responsible for creating and maintaining a prospect file of visitors and
prospective members, and for following up with these individuals in a timely fashion.

305.1.14. Before organization of pastor’s/pastors' instruction classes for adult
membership, conduct special visitations to witness for Christ and to invite prospective
members to attend.

305.1.15. Be aware of those moving into the community and seek to reach out to them.

305.1.16. Receive, orient, and integrate new members into the congregation, including
reviewing their status after 6 to 12 months, and provide a list of new members to the
Board of Fellowship.

305.1.17. Be conscious of the atmosphere of friendliness in the congregation toward
members and visitors and suggest ways and means of improvement.

305.1.18. Study, for possible implementation, suggestions by the evangelism
departments of synod, district, and circuit.

305.1.19. Be concerned, together with other appropriate boards, with the congregation's
role in the community and develop useful means of becoming a better servant to the
community.

305.1.20. Work with other churches to improve the unified Christian image in the
community and to implement the church's mission.

305.1.21. Maintain contact with benevolent and charitable agencies in the community,
state, and on the national level and recommend to the congregation responses to
opportunities for service.

305.1.22. Establish and maintain a continuing program of publicity for the congregation
and its activities which will reflect favorably on the congregation and its commitment to
the Gospel of Christ.

305.1.23. Together with the pastor(s), study the possibilities and recommend
implementation of offering spiritual services and care to hospitals, homes for the aged,
prisons, and other institutions within the community.

305.1.24. Submit to the Board of Personnel and Finance, in the appropriate form and at
the time requested, a budget request for the coming year's work.

305.1.25. Plan and recommend a year-round program for support for Lutheran World
Relief such as financial gifts, clothing drives, and kiddie kits, through the various
agencies and committees of the congregation.

305.1.26. Annually prepare and submit as part of the budget of the board a selected list
of charities for the congregation and suggest the source of revenue designated for that
purpose.

305.1.27. Foster support for missions and charities through an ongoing program of
mission information and education.

306.0 The Board of Youth Ministry

The Board of Youth Ministry should consist of at least six (6) members, including the
elected Chair for the board, with equal numbers of youth and adults. Members shall be
named to the board at the discretion of the Chair of the board with the approval of the
pastor(s) and council.

The basic objectives of the board are to encourage the youth of the congregation in five
different areas of the church: encouraging them in worship (worship); involving them in
the work of Christ (ministry); providing for their spiritual growth and nurture
(discipleship); promoting genuine Christian fellowship (fellowship); and creating
meaningful outreach opportunities (outreach).

306.1 That the objectives of the board may be carried out, the board, either corporately
or through specifically designated individuals, shall:

306.1.1. Provide for the continual spiritual growth of the young people of the
congregation through Bible study, prayer, and Christian service including discussion on
topics of current interest to them.

306.1.2. Promote attendance and involvement of the congregation’s youth at all youth
activities.

306.1.3. Plan and carry out, together with other concerned boards, a year-round program
for the youth of the congregation.

306.1.4. Involve youth leaders in developing a planned parish program for youth.

306.1.5. Develop a program for the social fellowship of the youth of the congregation,
including various recreational programs.

306.1.6. Actively engage in the selection of leaders and provide the necessary training
for youth ministry.

306.1.7. Plan and observe, together with the pastor(s) and Board of Elders, youth’s
involvement in worship services.

306.1.8. Encourage participation from all youth before, during, and after confirmation.

306.1.9 Provide opportunities for involvement as servants in the life of the community
such as civic, school, cultural, humanitarian, recreational, and social groups.

306.1.10. Provide for public recognition of various youth achievements and
accomplishments.

306.1.11. Plan and coordinate activities for youth with other Christian youth groups.

306.1.12. In conjunction with the Board of Evangelism, train and involve the youth of
the congregation in bringing others to faith in Christ.

306.1.13. Provide Christian advice and give direction to youth in the areas of spiritual,
moral, social, and vocational development.

306.1.14. Recruit, together with the Board of Christian Education, youth for fulltime
service in the church as pastors, teachers, directors of Christian education, deaconesses,
etc.

306.1.15. Welcome and involve college students in leadership roles for various youth
activities.

306.1.16. For administrative purposes and program development, supervise the work of
all youth groups in the congregation.

306.1.17. Submit, at the time and in the form requested, an annual budget as requested
by the Board of Personnel & Finance.



307.0 Board of Personnel and Finance

307.1 The Board should be made up of 9 members, including the following:

307.1.l. One Board of Elders member.

307.1.2. One Board of Trustee member.

307.1.3. One Board of Stewardship member.

307.1.4. The congregational treasurer(s).

307.1.5. Two members-at-large from the congregation.

307.1.6. The president of the congregation.

307.1.7. The president-elect of the congregation.

307.1.8. The president emeritus of the congregation.

Members will serve a two year term with as near as 1/2 of the membership as possible
replaced annually. Members of the boards of Elders and Trustees shall be appointed by
their respective boards. The treasurer(s) shall serve concurrently with the term of elected
office. The members-at-large shall be appointed by the presiding president with the
approval of the parish planning council.

The Board of Personnel and Finance shall serve as an advisory board responsible to the
parish planning council. Specific assignments shall be provided by and reporting shall be
to the presiding president. Support and advice shall be provided to the treasurer(s) as
required for financial decisions. Members of the Board shall report back to their
respective boards on the activities and recommendations of the Board. The president
emeritus shall serve as chairman. It shall meet as needed, at the discretion of the chair,
but not less than quarterly.

307.2 In regards to overseeing Personnel:

307.2.1. Develop and maintain a current file of pastoral salary information which
includes:

       A. Comparative salary levels derived from other congregations.

B. Comparative benefit levels derived from other congregations.

       C. Records of pastoral salary and benefit levels at Our Saviour.

       D. Other pertinent salary and benefit information as deemed necessary.

307.2.2. Develop and maintain a current file of secretarial, janitorial, and educational
salary information which includes items delineated above.

307.2.3. Serve as an advisory board to make recommendations to the parish planning
council on personnel matters.

307.2.4. Perform annual evaluations of all employees.

307.2.5. Establish salary levels for all employees based upon results of annual
performance evaluations and other pertinent information.

307.2.6. Establish and maintain current job descriptions for all employees.

307.2.7. Establish specific office procedures and work schedules in conjunction with the
boards of Elders to maintain necessary office services and pastoral availability.

307.2.8. Establish office and administrative procedures for implementation as required.

307.2.9. Provide assistance as requested by boards and organizations to aid in
establishing goals and programs consistent with congregational goals.

307.2.10. Aid the parish planning council as requested in establishing congregational
goals and assessing progress toward these goals.

307.3 In regards to overseeing Finance:

307.3.1. Advise the congregational treasurer(s) on matters requiring decisions by the
treasurer(s) concerning proper payment of debts, investments, and other business as
required.

307.3.2. Serve as a sounding board to the parish planning council on financial matters as
required.

307.3.3. Screen all outside appeals for funds and make the appropriate recommendations
to the voters assembly or initiate the necessary action appropriate to such an appeal.

307.3.4. Be concerned, together with the treasurer(s) and financial secretary, for safe
deposit and recording of all funds, monthly remissions of offerings for missions and
church agencies, and prompt payment of salaries and bills as authorized by the
congregation and the appropriate boards.

307.3.5. Evaluate the financial offerings of the congregation regularly and share these
evaluations with the members of the congregation.

307.3.6. Administer the congregation's welfare fund in conjunction with the
recommendations of the Board of Elders.

307.3.7. Review, accept, or decline all offers of non-solicited gifts to the congregation.

307.3.8. Annually review the budgeting procedures of the congregation in conjunction
with the treasurer(s) and financial secretary and recommend to the congregation any
necessary revisions.

308.0 THE BOARD OF FELLOWSHIP

The basic objectives of this board shall be the strengthening of the fellowship between
Congregation members spiritually and socially, the integration of new members into the
life of the Congregation, and the building of mutual cooperation, trust, and enjoyment
among the members of the Congregation. The Board of Fellowship should consist of at
least six (6) members, including the Chair of the board. Members shall be named to the
board at the discretion of the Chair of the board with the approval of the pastor(s) and
council.

308.1 The Board of Fellowship shall:

308.1.1. Plan, supervise, and implement larger gatherings of the congregation through
the year which will further the goals of the congregation, including annual events which
will focus attention on the major aspects of this congregations' work.

308.1.2. Periodically sponsor dinners and/or fellowship nights which will serve the
cultivation, reception, orientation, and integration of new families or individuals.

308.1.3. Maintain constant contact with other administrative boards, both suggesting to
them ways of furthering the work of their boards through fellowship and drawing from
them requests and suggestions for fellowship activities.

308.1.4. Maintain an adequate group of willing workers who will help to plan,
coordinate, and execute the work necessary to the successful accomplishment of
fellowship goals.

308.1.5. Provide a general atmosphere of friendliness among the members on a smaller
scale by suggesting to groups ways of bringing their members into meaningful personal
relationships.

308.1.6. Provide for the integration of new members and their families into the
congregation through periodic fellowship night, dinners, and rallies.

308.1.7. Review and implement materials and ideas which will bring congregational
members into personal contact in groups.

308.1.8. Supervise, for administrative purposes and program development, the work of
any society or auxiliary organization of the Congregation whose expressed purpose is
fellowship.

308.1.9. Submit an annual budget request to the Board of Personnel & Finance in the
form and at the time requested.

Oslc Constitution

  • 1. 2007 OSLC APPROVED CONSTITUTION 1.0 NAME & AFFILIATION 1.1 The name of the congregation shall be Our Saviour Evangelical Lutheran Church, Inc., Green Bay, Wisconsin, a religious corporation organized under Chapter 181 of the Wisconsin Statutes, the Wisconsin nonstock corporation law. 1.2 This congregation shall be a member of The Lutheran Church – Missouri Synod as long as the Synod conforms to the congregation's confessional standards set forth in Section 3 as determined by a majority vote of the congregation at a meeting called for that purpose. 2.0 MISSION 2.1 The purpose of this congregation shall be to give honor and glory to God, to carry out His will, to assist in preaching the Gospel of Jesus Christ to all the world, to manifest the unity of our faith in Jesus Christ as God and Savior, to foster Christian fellowship and love, to extend a helping hand in human need, and to achieve our objectives by the preaching of the Word of God, by the administration of the sacraments, and by the religious instruction of all its members according to the confessional standard of the Evangelical Lutheran Church. 2.2 A statement of mission focus adopted by the congregation at one of its duly called meetings shall be inserted in the by-laws. The statement of mission focus shall be periodically examined and evaluated by the Board of Elders and the pastor(s) with the intent of possible amendment as the congregation seeks to perceive and respond to God's continuing call in the midst of changing conditions in society. 3.0 CONFESSIONAL STANDARD This congregation accepts without reservation: 3.1 The Scriptures of the Old and the New Testament as the written Word of God and the only rule and norm of faith and of practice; 3.2 All the Symbolical Books of the Evangelical Lutheran Church as a true and unadulterated statement and exposition of the Word of God, to wit: the three Ecumenical Creeds (the Apostles' Creed, the Nicene Creed, the Athanasian Creed), the Unaltered Augsburg Confession, the Apology of the Augsburg Confession, the Smalcald Articles, the Large Catechism of Luther, the Small Catechism of Luther, and the Formula of Concord. 3.3 Only such hymns, prayers, and liturgies shall be used in the public services of this congregation and in all ministerial acts as conform to this confessional standard. 1
  • 2. 3.4 In all classes for instruction in Christian doctrine, only such books shall be used as conform to this standard. 4.0 MEMBERSHIP 4.1 Membership - The membership of this congregation includes the following: 4.1.1 Baptized members are all who have been baptized in the name of the Triune God and who are under the spiritual care of the pastor(s) of this congregation, including the children who have not yet been confirmed. 4.l.2 Communicant members are those baptized members who have been confirmed in the Lutheran faith, accept the confessional standard of Section 3 of this constitution, are familiar at least with the contents of Luther's Small Catechism, and are not members of organizations whose principles and conduct conflict with the Word of God. 4.1.3 Voting members are communicant members who have reached the age of 18 years, have been received by the voters assembly, and have signed the constitution of the congregation. 4.2 Reception – Members may be received as children, as communicant but non- voting members, or as communicant, voting members. Members may be received through the following methods: Reception of children (non-communicant membership): 1) Children are received as members through Baptism with the consent of one or both member parents; 2) In the case of children who have been Baptized in another Christian congregation, their membership is concurrent with that of their member parents. In either case, children will receive instruction and the Rite of Confirmation; Reception of communicant members: communicant members are received: 1) Through transfer from a sister Lutheran congregation; and/or 2) through “profession of faith” or “reaffirmation of faith” as per the pastor’s/pastors’ review and blessing. These members are of age, faith, and understanding so as to receive the Lord’s Supper. The reception shall be approved by the Board of Elders. Reception of voting members - communicant members who have reached the age of 18 years may be received as voting members upon signing the constitution. 4.3 Duties - Members of the congregation shall endeavor, with God’s help, to conform their entire lives to the rule of God's Word, and to that end make diligent use of the means of grace, exercise faithful stewardship of God's many gifts and talents, impart and accept fraternal admonition as the need of such admonition becomes apparent, and be readily available for services in the kingdom of Christ within and beyond the congregation. 2
  • 3. 4.4 Termination 4.4.1 Membership shall be terminated by transfer to a sister congregation, by death, by joining a congregation outside the fellowship of this congregation, by excommunication, by self-exclusion, or through other means as determined by the Elders with the approval of the Pastor(s). 4.4.2 Communicant members who conduct themselves in an unchristian manner shall be admonished according to Matthew 18:15-20; if they remain impenitent after proper admonition as described in the bylaws, the matter shall be taken up by the Elders for review and response. A member who remains truly impenitent may be excommunicated by the Elders with the approval of the Pastor(s). 4.4.3 The termination shall be approved by the Board of Elders. 5.0 PASTORS & TEACHERS 5.1 The congregation shall establish the pastoral office, which shall be conferred only on such a pastor or candidate who professes and adheres to the confessional standard set forth in Section 3 of this constitution, who is qualified for his work, who has been endorsed by the Synod, and who is a member of the Synod. (The same shall apply to Called teachers in a parochial school.) 5.2 Any pastor, Called teacher, or officer may be removed from office by the voters assembly by a two-thirds majority ballot vote, in Christian and lawful order, for one of the following reasons: heresy, non-compliance with the doctrinal standards of this congregation, persistent adherence to false doctrine, scandalous life, or persistent neglect. 5.3 The congregation may require the resignation of any pastor, Called teacher, or officer from his position in the congregation in the case of prolonged incapacity, immorality, general or specific incompetence, or inability to perform the duties of the office. These individuals may be removed by a two-thirds majority ballot vote at a regular or special voters meeting. 6.0 AUTHORITY OF THE CONGREGATION 6.1 This congregation, through its voters assembly and subject to the limiting provision of the constitution and its associated bylaws, shall have supreme power in the administration of its affairs. The establishment and conduct of all organizations and societies within the congregation or related directly to it shall be subject to the approval and supervision of the voters assembly. 6.2 All matters shall be decided by a majority vote of the voters assembly unless otherwise specified by this constitution or bylaws, excluding matters of doctrine and conscience which shall be decided only on the basis of the Word of God. 3
  • 4. 6.3 The right of Calling pastors or teachers shall be vested in the voters assembly and shall not be delegated otherwise. 6.4 Regular meetings of the voters assembly shall be held as determined in the bylaws. Special meetings may be called at the request of the president, the pastor(s), any of the administrative boards, or ten voting members. 6.5 All voting members present at a validly called meeting shall constitute a quorum. 7.0 OFFICERS & BOARDS This congregation shall have the following offices and boards in addition to any which the congregation shall authorize from time to time: 7.1 Officers 7.1.1 A presiding president, who shall conduct the meetings of the voters assembly. 7.1.2 A president emeritus, who is to fill the role in the presiding president's absence or inability to act. 7.1.3 A president-elect, who is to fill the role of the presiding president and the president emeritus, in their absence or inability to act. 7.1.4 A treasurer(s), who shall be responsible for the financial records of the congregation. 7.1.5 A secretary, who shall be responsible for the minutes and correspondence of the voters assembly and parish planning council. 7.2 Boards 7.2.1 A Board of Elders shall assist the pastor(s) in the spiritual life of the congregation. 7.2.2 A Board of Trustees shall be responsible for the physical properties of the congregation. 7.2.3 A Board of Christian Education shall be responsible for the Christian growth of the members of the congregation. 7.2.4 A Board of Evangelism shall lead the members of the congregation to outreach to others in the community. 7.2.5 A Board of Youth Ministry shall be responsible for involving young people in the work of Christ. 7.2.6 A Board of Stewardship shall initiate programs to encourage members to contribute 4
  • 5. their time, talents, and treasures. 7.2.7 A Board of Fellowship shall initiate events to encourage congregational fellowship and provide a family atmosphere. 7.2.8 A Board of Personnel and Finance shall review duties and wages of paid congregational positions and oversee the annual budget. 7.3 Powers of Boards and Officers 7.3.1 Congregational officers, boards, or committees, whether elected or appointed, shall have no authority beyond that which has been conferred upon them. 7.3.2 Whatever power may have been delegated to them may at any time be altered or revoked by the voters assembly. 8.0 DIVISION 8.1 If at any time a division should take place on account of doctrine, the property of the congregation and all benefits connected therewith shall remain with those communicant members who continue to adhere in confession and practice to Section 3 of this constitution, as determined by the adjudication procedures of the Synod. 8.2 If division takes place for any other reason, the property shall remain with the majority of the communicant members who continue to adhere in confession and practice to Section 3 of this constitution, as determined by the adjudication procedures of the Synod. 8.3 In the event the congregation should dissolve, the property and all rights connected therewith shall be transferred to that District of the Synod in which the congregation held membership at the time of dissolution. 9.0 AMENDMENTS 9.1 Unaltered Article - Article 3 of the constitution shall be unalterable and irrepealable. 9.2 Amendments - Amendments to this constitution and the bylaws may be adopted at a voters assembly, provided: 9.2.1 That they do not conflict with any section of any other article that pertains to Scriptural doctrine and practice; 9.2.2 The intention to amend the constitution and the wording of the amendments proposed shall be read to the congregation assembled for worship on two consecutive Sundays prior to the date upon which the amendment is presented for action. 5

THE BYLAWS OF THE CONSTITUTION 100.0 COMMUNICANT MEMBERSHIP 100.1 Application for Membership - Procedure Applicants for communicant membership shall consult the pastor(s) who shall determine whether such applicants are eligible for membership in accordance with Article 4.0 of the Constitution. Applicants not familiar with the doctrines and confessions of The Lutheran Church - Missouri Synod shall be required to attend a course of instruction and make profession of their faith either before the congregation or, at the pastor’s/pastors’ discretion, before witnesses who are members of the Board of Elders, before being received as members. Applicants from other Lutheran churches shall submit a letter of transfer from their former congregation to establish their eligibility for membership. In the case of applicants whose previous membership in a Lutheran congregation has lapsed, the pastor(s) may, with the consent of the Board of Elders, arrange for a period of reinstruction prior to reaffirmation of faith for such applicant. After applicants have given satisfactory evidence of their eligibility in accordance with the two preceding paragraphs, their admission as communicant members shall be recommended by the pastor(s) to the Board of Elders which shall have the authority to act on such application on behalf of the voting membership. The roster of new members shall be publicized in the various news media of the congregation. 100.2 Voluntary Termination of Membership 100.2.1 Transfers. A member desiring transfer to another Lutheran congregation shall apply to the pastor(s). Upon approval by the pastor and the Board of Elders, a letter of transfer shall be issued by the pastor(s). The Board of Elders shall report all transfers to the congregation through church publications. 100.2.2 Joining Other Churches. In cases where a communicant member of the congregation has joined a non-Lutheran congregation, the member shall, upon the decision of the pastor(s) and the Board of Elders, be deemed to have terminated membership in the congregation, forfeiting all right and privileges of such membership. The member’s name shall be removed from the membership list of the congregation. Such action shall be reported to the congregation through church publications. 6
  • 7. 100.2.3 Lapsed Membership. In cases where a member gives evidence of no longer wanting to maintain an active membership in the congregation, the Elders may, with the approval of the Pastor(s), elect to designate the member as “lapsed.” In such cases, full membership shall be reinstated upon evidence that the member wishes to rejoin active membership in the congregation. 101.0 DISCIPLINE IN THE CONGREGATION All discipline in this congregation shall be administered in accordance with the order of discipline laid down in Matthew 18:15-20, I Corinthians 5:1-5, and other related New Testament passages. The following procedure shall be followed under the direction of the pastor(s) and the Board of Elders. 101.1 Provisions Pertaining to Communicant Membership 101.1.1 Whereabouts Unknown. The name of a member whose whereabouts are unknown and cannot be established within a period of twelve months shall be removed from the membership list of the congregation upon the decision of the pastor(s) and Board of Elders and placed in a file designated quot;Whereabouts Unknown.quot; Such membership is terminated and shall be reported to the congregation through church publications. Such membership shall be reinstated if the member is subsequently located, or returns to active worship. 101.1.2 Excommunication and Self-Exclusion. When a member of Our Saviour Lutheran Church has not communed for nine months, he or she will receive a visit from an Elder, and shall be admonished and encouraged. If such a member has still not communed after 12 months, he or she shall receive another visit by two Elders and a pastor. Additional admonition and encouragement shall be given. If, after 15 months, such a member still has not communed and is not attending the worship services of the church, he or she shall be evangelically admonished more firmly and told that if such neglect continues for another 3 months, it shall be interpreted as impenitence, lack of faith in Jesus Christ, and indifference to church membership, privileges, and responsibilities. If, then, after 18 months, the member has not responded to Christian admonition as outlined above, the member's name shall be transferred to the mission file of the congregation or turned over to the Board of Evangelism. The individual shall be notified of such action by certified mail and shall be declared to have excluded himself/herself from this Christian congregation. Such self-exclusion releases the individual from all responsibilities to this congregation, but it also excludes the member from the privileges of church membership. Such a person, however, will at all times be cordially welcome to attend all divine services in our church. Membership shall be fully restored upon a return to active worship by the member. 7

Excommunication is to be applied to any member who conducts himself/herself in an unchristian manner; that is, to one who openly adheres to false doctrine, gives evidence of an immoral and offensive life, or willfully despises either the preaching of the Gospel or the reception of the Sacraments. The Board of Elders shall administer church discipline on behalf of the congregation. Persons who have been removed from membership for whatever reason shall be restored with all rights and privileges when they repent and ask forgiveness through the pastor(s) and the Board of Elders. Both acts of discipline and restoration may be made known to all communicant members, at the discretion of the pastor(s) and the Board of Elders, by whatever method the pastor(s) and Board of Elders deem most suitable. 101.2 Provisions Pertaining to Church Officers Any officer of the congregation who persistently neglects the duties of his/her office may be removed by a two-thirds majority of votes cast in a regular meeting of the voters assembly. When an office is made vacant by removal, resignation, death, or excommunication of the incumbent, a successor to such officer shall be elected by the voting membership as soon as reasonably possible. In the absence of a special voters meeting, a successor to such officer may be appointed upon nomination by the pastor(s) and vote of the council. 101.3 Provision Pertaining to Pastors and Teachers Sufficient grounds for removing a pastor or duly Called or contracted teacher shall be persistent adherent to false doctrine, scandalous life, persistent neglect of official duties, or evident protracted incapacity to perform the function of the sacred office. Charges on any of these counts shall be carefully investigated by the Board of Elders or, in the case of a teacher, by the Board of Christian Education. Should such charges be substantiated by clear evidence, the individual involved may first be given an opportunity to resign his position in the congregation. If the individual does not resign, the above mentioned board or boards shall, after consultation with the appropriate officers of the North Wisconsin District, notify the congregation of the situation and submit the matter for action at a special meeting of the voters assembly. This meeting shall be announced by the Chair of the appropriate board in one of two ways: 1) at regular divine services on the two consecutive Sundays preceding the meeting, or 2) by mail and announcement in the services of one previous Sunday. A two-thirds majority of the votes cast shall be required to remove a pastor or teacher. 102.0 MEETINGS OF THE CONGREGATION 8
  • 9. 102.1 Regular Meetings A regular meeting of the voting membership shall be held each calendar year, during the fourth quarter of the calendar year. Dates and times of all voters meetings shall be set by the parish planning council. All communicant members of the congregation may attend the meetings of the voters assembly and may, with the consent of the voting membership, submit recommendations, or participate in a discussion of any given item of business before the voting membership. Every meeting of the voting membership shall be announced at the worship services on the Sunday preceding the date of the meeting. 102.2 Special Meetings Special meetings of the voters assembly may be convened by the presiding president, at the request of the pastor(s), any one of the administrative boards, or 10 voting members of the congregation. Notice of the date and time of such a meeting, and of the nature of the business to be transacted, shall be given at the Sunday worship services immediately preceding the time of the meeting. 102.3 Order of Business at Regular Meetings Regular meetings of the voting membership shall proceed as follows: 102.3.1 Scripture reading and/or prayer 102.3.2 Record names of voting members present 102.3.3 Acceptance of new voting members 102.3.4 Minutes of previous meeting(s), including special meetings 102.3.5 Treasurer's report 102.3.6 Reports from committees of the voting membership 102.3.7 Reports of administrative boards 102.3.8 State of the parish report by pastor(s) 102.3.9 Old Business 102.3.10 New Business 9
  • 10. 102.3.11 Adjournment The presiding president may, with the consent of the voting membership, vary the above order in the interests of efficiency. In general, for purposes of order, Robert's Rules of Order shall prevail. 102.4 Restriction Pertaining to Voters Assembly Meetings In the event of a tie vote, the presiding president may cast the deciding ballot. There shall be no voting by proxy or absentee ballot. 103.0 THE OFFICE OF THE PASTOR AND CHRISTIAN DAY SCHOOL TEACHERS 103.1 Procedure for Securing a Pastor or Christian Day School Teacher After consultation by the Board of Elders with the president of the North Wisconsin District or his representative to determine the interest and eligibility of candidates, candidates for the pastorate shall be proposed at the next regular meeting of the voting membership or at a special meeting called for that purpose. In the case of a Christian Day School Teacher, the Board of Christian Education shall consult with the appropriate district representatives and shall present a list of candidates in the same manner as described above. In either case, additional candidates may be proposed by any voting member at the meeting called to discuss the candidates. The voters shall then adopt a list of candidates. At that meeting, or at a subsequent regular or special meeting of the voting membership, the voters shall elect one of the proposed candidates by a majority of ballots cast. It shall be the duty of the presiding president to see that notice of this election is delivered promptly to the candidate in whatever manner the presiding president shall deem advisable. Negotiations for Christian day school teachers (new or renewal) shall be delegated to the Board of Christian Education, and such negotiations and the terms agreed to shall come before the voting membership for approval in a regular or special meeting of the voters assembly. 103.2 The Pastoral Office The pastoral office is the authority conferred upon pastors by God through a Call of the congregation (the holder of the priesthood and of all congregational authority) to exercise in public office common rights of spiritual priesthood on behalf of all. The pastoral office is the primary office in the congregation from which all other offices of the congregation issue. However, the congregation may establish as many auxiliary offices as its needs require and determine what work is to be assigned to such offices. 10
  • 11. In Calling a pastor to preach the Word of God and to administer the sacraments on their behalf, the members of the congregation exercise their royal priesthood and by no means relinquish it. This is the privilege and responsibility of all members of the church. 104.0 ELECTION OF OFFICERS AND ADMINISTRATIVE BOARDS 104.1 Nomination Procedure At the September meeting of the parish planning council, the council shall select four (4) qualified voting members who shall serve as the nominating committee. The nominating committee shall be announced to the congregation in the various news media of the congregation. Within two weeks after the announcement of the nomination committee, any communicant member of the congregation may submit names of candidates to the nominating committee. The nominating committee then shall prepare a list of candidates drawn from among communicant members of the congregation who are 18 years of age or over and from the names submitted by communing members. Through consultation with the pastor(s) and the Board of Elders, the nominating committee shall investigate the status of proposed candidates to find if they are spiritually eligible for office and willing to serve. The nominating committee, at least two weeks before the date of the regularly scheduled annual voters meeting, shall post conspicuously on the church bulletin board the list of candidates for the following offices: president-elect, treasurer(s), secretary, and Chairs of the various administrative boards whose terms are up for renewal. 104.2 From the list of candidates for each elective office submitted by the nominating committee, the voting membership shall, at its annual meeting, elect by ballot and majority of the votes cast, the following officers in the years indicated: 104.2.1 A president-elect every year. 104.2.2 A treasurer(s) in even-numbered years. 104.2.3 A secretary in odd-numbered years. 104.2.4 Board directors for the directorship of the boards as established by the constitution. 11
  • 12. 104.3 Installation and Term of Office The newly elected officers of the congregation shall be installed on the last Sunday in December, and shall assume their duties of office as of January 1st. The term of office for president shall be three years with the first year serving as president-elect, the second year serving as presiding president, and the third year serving as president emeritus. The term of office of the treasurer(s) and secretary shall be two years. All board Chairs shall serve a two year term. 105.0 THE PARISH PLANNING COUNCIL 105.1 Membership The parish planning council shall consist of the president(s), the treasurer(s), the secretary, the board Chairs, and the pastor(s) of the congregation, all of whom will hold membership on the parish planning council until their term of office expires. 105.2 It shall be the specific responsibilities of the parish planning council to: 105.2.1 Serve as the point of liaison between the pastor(s), the officers of the congregation, and the various administrative boards in planning the total work of the congregation. 105.2.2 Settle jurisdictional disputes between the several administrative boards. 105.2.3 Present to the congregation a summary of the previous year’s goals and accomplishments as well as attainable goals for the year ahead. 105.2.4 Prepare the agenda for all meetings of the voters assembly. 105.2.5 Set the dates and times for the voters assembly meetings. 105.2.6 Appoint the nominating committee as required at the time required. 105.2.7 Fill unexpired terms or new positions by appointment. 105.2.8 Determine the minimum number of members desired on each board for the year beginning January 1. 105.2.9 The parish planning council is not primarily a decision making body but serves as a forum where the activities of the administrative boards may be discussed, evaluated, and coordinated, and where all such activities may be integrated into an overall congregational program. The parish planning council shall be available at all times, however, for any additional functions which the voting membership may wish to confer upon it. 12
  • 13. 105.2.10 The parish planning council shall keep a permanent set of minutes for each meeting, and such minutes shall be the property of the congregation. 105.3 Schedule of Meetings The parish planning council shall normally meet in each of the following months: January, February, March, April, June, July, September, October, and December. Additional meetings may be called by the presiding president of the congregation and/or the pastor(s) as required. 106.0 BOARD MEMBERS 106.1 Selection Procedure At each meeting as necessary, the parish planning council shall appoint members to fill vacancies on the boards. The presiding president shall publicize such appointments to the congregation through the various news media of the congregation. 106.2 Installation and Term of Office The newly appointed board members shall be installed upon appointment by the parish planning council, and shall assume their duties immediately. The term of office of all board members shall be two years. Board members may serve any number of two year terms. Each year, the term of approximately one half of the members of each board shall end. OFFICERS 200.0 TASKS OF OFFICERS 200.1 Presiding President The Presiding President of the congregation shall: 200.1.1. Preside at all meetings of the voting membership. 200.1.2. Enforce the constitution and bylaws of the congregation. 200.1.3. Carry out the expressed will of the congregation as embodied in the resolutions of the voting membership. 200.1.4. Call and preside over the meetings of the parish planning council. 200.1.5. Coordinate the functions, plans, and activities of the congregation in all its parts for the total furtherance of the work of Christ's kingdom in our midst. 13
  • 14. 200.1.6. Appoint an auditing committee consisting of any two qualified communicant members of the congregation other than the treasurer(s) and financial secretary to audit the financial records of the congregation. 200.1.7. Submit the audit committee's report to the congregation through the various news media of the congregation within three months of the end of the reporting period. 200.2 President-Elect The president-elect of the congregation shall: 200.2.1. Act for and in the stead of the presiding president in the absence of both the presiding president and the president emeritus. 200.2.2. Be available for whatever duties the presiding president shall assign to him/her as his/her representative. 200.2.3. The president-elect shall serve on the Board of Personnel and Finance. 200.3 President Emeritus The president emeritus of the congregation shall: 200.3.1. Act for and in the stead of the presiding president in the absence of the presiding president. 200.3.2. Serve as the Chair of the Board of Personnel and Finance. 200.4 Secretary to the president The secretary shall: 200.4.1. Be present at all voters meetings of the congregation. 200.4.2. Be present at all meetings of the parish planning council. 200.4.3. Enter the minutes of all meetings of said groups in a permanent record book over his/her signature. 200.4.4. Conduct all official correspondence of the congregational boards and committees under the supervision of the president. 200.4.5. Perform all the duties normally pertaining to his/her office and such additional duties as the voting membership may delegate to him/her. 14
  • 15. 200.5 The Treasurer(s) shall: 200.5.1. Be responsible for accurate recording of congregational receipts and disbursements and budgeted and actual expenditures according to proper accounting procedures and, as deemed advisable, suggest improved methods of record keeping for congregational consideration. 200.5.2. Present a written, duplicated current financial report at voters meetings and a preliminary report at the parish planning council meetings. 200.5.3. Submit permanent financial records for annual audit on a timely basis after fiscal year end. 200.5.4. Be responsible for monthly remission of offerings for missions and church agencies and for prompt payment of salaries and bills authorized by the congregation or the boards and directors as duly constituted sources become available. 200.5.5. Be bonded and such bond shall be procured by the Board of Trustees and the premiums paid by the congregation. 200.5.6. Coordinate the flow of money from the treasury to the various boards in such a way that an adequate balance is retained for payment of salaries and other regularly recurring expenses and to earn the maximum income whenever possible. 200.5.7. Remit to the professional workers of the congregation for documented expenses while attending professional workshops, conferences and conventions, approved by the board under whose jurisdiction they function. 200.5.8. Receive from the financial secretary a report of all monies received through worship services, special offerings, or any other source and duly record same. 200.5.9. Sign all checks for payment of bills, salaries, or other financial commitments of the congregation of any sort. 200.5.10. Have available for all boards a current record of their respective disbursements and budget allotments. 200.5.11. Have the authority to work out with salaried workers of the congregation a breakdown of the worker's total compensation into salary, fringe benefits, and withholdings. 200.5.12. Preside as chairman in preparation and presentation of the annual budget in coordination with the Board of Personnel and Finance. 200.5.13. Arrange with the Board of Trustees for co-signing for all checks issued. 15
  • 16. 200.5.14. Make available to all congregation members upon request the most current financial report and be available to answer any and all questions relating to these reports. 200.5.15. Have the professional financial expertise to carry out the treasurer's duties on a competent basis to facilitate keeping the congregation accurately informed. 200.5.16. Serve on the Board of Personnel and Finance. 300.0 THE ADMINISTRATIVE BOARDS 300.1 General Duties and Powers of Administrative Boards. Each administrative board shall submit a report of its activities at each regular meeting of the voting membership and on such other occasions as the voting membership shall require. Such reports shall include specific recommendations (if any) for congregational action and/or approval. Each administrative board shall initiate and carry out such activities and programs within the congregation as will enable it to effectively perform the functions and duties assigned to it by the constitution and bylaws, or by specific resolution of the voting membership. Each administrative board shall be empowered to administer all funds set aside for its work by budget appropriation or by special resolution of the voters assembly, provided that the voting membership may, at its discretion, restrict such expenditures to conform with the actual financial condition of the congregation at any given time. Each administrative board shall be liable for all expenditures not authorized by the budget or by special resolution of the congregation. 300.2 Organization and Meetings of Administrative Boards. Each administrative board shall be under the direct control and supervision of the Chair of that board. Following the election of the Chair of each board, the Chair of the respective board shall designate and appoint from among the board members at his/her own discretion those individuals who are to be responsible for various phases of the work of that board. Such appointments should be made within two weeks of the date of their election, and notification of such appointments is to be given to the president of the congregation for publication to the members in the manner he/she deems most advisable. The time and frequency of board meetings shall be at the discretion of the Chair of the board and the board members, except that, for good and sufficient reason, either the presiding president of the congregation or the pastor(s) may call a meeting of the board at any time. Meetings thus called shall be classified as special meetings, and each person involved shall be notified of the date, time, and purpose of such a meeting. Each board shall keep a permanent set of minutes for each meeting, and such minutes shall be the property of the congregation. 16
  • 17. 301.0 The Board of Elders The nature of the duties of this board requires that only men noted for their Christian knowledge, zeal, and experience in the spiritual work of the Kingdom of Christ shall be elected to membership. The board should consist of at least eight (8) members, including the elected Chair of the board. Members shall be named to the board at the discretion of the Chair of the board with the approval of the pastor(s) and council. The basic objectives of this board are the spiritual welfare of the pastor(s) and congregation members, individually and corporately, and the supervision of everything pertaining to congregational worship. 301.1. That the objectives of the board may be carried out, the board, either corporately or through specifically designated individuals, shall: 301.1.1. Pray for the pastor(s) and other spiritual leaders. 301.1.2. Encourage the pastor(s) in their work by word and action. 301.1.3. Be concerned about the spiritual, emotional, and physical health and welfare of the pastor(s) and their families, e.g. adequate compensation, housing, free time, vacation, assistance in times of illness, and to that end specifically review these items at least once a year. 301.1.4. Assist the pastor(s) in counseling with difficult cases and in finding peaceful and God-pleasing solutions to personal problems within the congregation. 301.1.5. Exercise leadership in gathering Call lists and Calling a new pastor when a vacancy occurs. 301.1.6. Maintain discipline within the congregation according to Scripture, the Lutheran Confessions, and Article IV of the constitution and Article C of the bylaws. 301.1.7. Take spiritual charge and oversight of the geographical or family groups assigned to them in liaison with the pastor(s) and other concerned boards of the congregation. 301.1.8. Ensure that the congregation functions in accordance with the established doctrine of the church as listed in Article II of the constitution. 301.1.9. Determine eligibility for membership of all individuals and families applying for membership in this congregation according to Article IV of the constitution and Article A of the bylaws. 301.1.10. See to the prompt transfer of all members who move away and of new 17
  • 18. Lutheran families moving into the community. 301.1.11. Engage in member conservation and discipleship training in conjunction with the Board of Evangelism and the Board of Christian Education. 301.1.12. Engage in continual review of communion and church attendance of all members, make calls on delinquents, and follow up on all newborn children in the congregation until they are baptized. 301.1.13. Train and supervise a visitation committee and engage in visitation of all sick, hospitalized, aged, and shut-ins in the congregation continually. 301.1.14. Investigate cases of severe financial need brought to this board and make specific recommendations for the pastor(s) and the Board of Personnel and Finance. 301.1.15. Be concerned about and supervise the thorough instruction of youth and adults for confirmation and church membership in accordance with the policies and aims of the Board of Christian Education. 301.1.16. Be present for periodic training as determined by the pastor(s) and this board. 301.1.17. Encourage spiritual programs and supervise the total work of the societies in the congregation, such as the Lutheran Layman’s League, Lutheran Women’s Missionary League, and the Women's Guild. 301.1.18. Submit an annual budget request in the form and at the time requested by the Board of Personnel and Finance. 301.1.19. Assist in recruitment of persons for church offices and the Board of Elders. 301.1.20. Supervise the placement of collection monies in the church safe. 301.1.21. Provide a member to serve on the Board of Personnel and Finance. 301.1.22. Ensure that all communicant members (including new members) who have attained the age of 18 have signed the constitution of the congregation. 301.1.23. Set long range spiritual and growth goals in coordination with the pastor(s). 301.1.24. Implement and maintain long range spiritual and growth goals with the approval and support of the pastor(s). 301.1.25. Periodically, but at least once per year, review the status of members received into the congregation within the past year and advise the appropriate individuals, boards, and/or committees of any members who may need additional orientation or integration. 18
  • 19. 301.2 For the worship of the Congregation: 301.2.1. Supervise the organists of the congregation. 301.2.2. Provide for vicars, assistants, substitute pastor(s), and guest speakers as needed. 301.2.3. Supervise the staffing and training of the ushering staff. 301.2.4. Assist the pastor(s) with communion distribution, reading of Scripture, preaching, etc., as required. 301.2.5. Set the time, schedule, and number of communion services in conjunction with the pastor(s) and the voting membership. 301.2.6. Approve and disapprove new forms of worship, liturgies, and hymns for use in public worship. 301.2.7. Supervise the altar guild. 301.2.8. Participate in planning the service. 301.2.9. Supervise the budgeted allotment for the selection and procurement of appropriate music, supervision of choirs, and other related matters in conjunction with the director of music. 301.2.10. Recommend and annually review compensation and personnel for the music staff as required for public worship. 301.2.11. Arrange and publicize special services. 301.2.12. Be responsible for a friendly personal welcome of visitors at worship and for orientation and integration of new members in conjunction with the Board of Elders. 302.0 The Board of Trustees The Board of Trustees should consist of at least five (5) members, including the elected Chair of the board. Members shall be named to the board at the discretion of the Chair of the board with the approval of the pastor(s) and council. The basic objectives of the board are the proper maintenance and repair of church property, the representation of the congregation in all legal matters, and the general protection of the congregation against loss or damage of assets. 302.1 That the basic objective of the board may be carried out, the board, either 19
  • 20. corporately or through specifically designated individuals, shall: 302.1.1. Make an annual inspection of church properties and equipment and recommend to the voters assembly needed major repairs, improvements, or replacements. 302.1.2. Maintain an ongoing inventory of all church properties, including all equipment, supplies, and other tangible assets, and including acquisition date and approximate value of each item. 302.1.3. Carry out all resolutions of the voters assembly (i.e. special resolutions as well as actions included within the operating budget approved at the regular voters meeting) on purchases, repairs, and replacement of church property and equipment. 302.1.4. Prepare for the custodial help a detailed list of the required daily, weekly, monthly, and annual maintenance of the facilities and equipment of the congregation. 302.1.5. Determine and establish, with the approval of the voters assembly, regulations governing the use of church property and equipment. Set all policies and fees for rental, use, and lending of church properties. 302.1.6. Be responsible for and supervise the use of all property and equipment for the various activities sponsored by this and other Boards, groups, or committees who have requested and received approval of an activity in the Congregation's facilities, which includes the kitchen, gymnasium, etc. 302.1.7. Coordinate the scheduling of activities within the facilities in conjunction with the pastor(s) and church office secretary. 302.1.8. Make and issue keys for church property and keep and review annually a list of the keys issued. 302.1.9. Supervise, control, and recommend adequate storage facilities for all church property, equipment, and supplies and the orderly maintenance of the same. 302.1.10. Annually check the adequacy of all types of insurance for church property and equipment and negotiate insurance contracts. 302.1.11. Regularly check all property for fire hazards and unsafe conditions. 302.1.12. Be responsible for checking the safety of education facilities, such as steps, handrails, lights, exits, housekeeping practices, and fire drills on a regular basis, with the assistance of the Board of Christian Education. 302.1.13. Enlist work crews for special repair, improvement, cleaning, painting, decorating, landscaping, and other projects. 20
  • 21. 302.1.14. Arrange for immediate repairs of an urgent nature and all normal repairs and alterations for which budget funds have been allocated. 302.1.15. Negotiate service contracts for the organ, office machines, and the like with the assistance of the director of church music and church office secretary. 302.1.16. Maintain an ongoing inventory of official documents in safekeeping and enter its completion in the official minutes of the congregation. 302.1.17. Sign official documents and contracts that have been negotiated and approved by the congregation. To this end, the Chair of the board and one additional board member shall serve as co-signer. 302.1.18. Submit an annual budget request to the Board of Personnel and Finance in the form and at the time requested by that board. 302.1.19. Provide a member to serve on the Board of Personnel and Finance. 302.1.20. Co-sign, along with the congregation Treasurer, all checks properly presented by the Treasurer. 303.0 Board of Christian Education The Board of Christian Education should consist of at least eight (8) members of the congregation, including the Chair of that board. At least one pastor, the DCE, and the directors of the kindergarten and pre-school, as applicable, shall also sit on the board. Members shall be named to the board at the discretion of the Chair of the board with the approval of the pastor(s) and council. The basic objective of the board is to plan and administer the total educational program of the congregation, including Sunday School, Vacation Bible School, and other such programs. To further this objective, the board shall determine policies, select personnel for the various programs, provide the necessary means and facilities for the programs, and supervise the execution of the programs. In pursuit of this objective, the board shall at all times be aware of and, whenever possible, be guided by the following points: 303.1 In establishing objectives and setting policies for all Christian education programs for any and all portions of the congregation and in determining appropriate policies: 303.1.1. The Christian nurturing of children, youth, and adults in the congregation and, through them, in the community and beyond shall be the goal of this board. 303.1.2. All policies and programs shall provide for active expression of Christian love and concern as an integral part of the total education program. 21
  • 22. 303.1.3. All policies and programs shall, as much as possible, strengthen families as basic units of Christian education and closely relate congregational programs to the homes. 303.2 In selecting personnel for the various programs: 303.2.1. Administration of education programs shall be delegated to qualified persons. 303.2.2. For Christian day school teachers, the board shall exercise leadership in gathering lists of candidates for vacancies in the teaching staff and for properly Calling candidates (see preschool policies for hiring staff). 303.2.3. For other education programs, the board shall recruit, train, and place lay teachers and leaders as the congregation's needs require. 303.2.4. The spiritual, emotional, and physical health and welfare of the educational staff and their families shall be of primary importance. 303.2.5. Commendation for and recognition of faithful service by all persons involved in the educational task of the congregation shall be provided for and encouraged through a regular program. 303.2.6. The Christian growth of the educational staff through conferences, conventions, and continuing education shall be provided for. 303.2.7. The board shall also, as called upon by the council or other appropriate elements of Our Saviour Lutheran Church, assist in both one-time events and a continuing program for the recruitment of fulltime workers in the church-at-large such as pastors, teachers, and deaconesses. 303.2.8. The board shall provide a program to encourage the youth of the congregation, and of the community at large, to enter into a life of service to the church, either by encouraging attendance at a seminary, or in other appropriate ways. 303.3. In providing the necessary means and facilities for the programs: 303.3.1. To further the educational opportunities and development of all segments of the congregation, the board will strive to provide and maintain suitable childcare. 303.3.2. The board shall encourage and facilitate reports from any and all members of the educational staff, volunteers, or members of the congregation regarding the safety and upkeep of education facilities and equipment. Upon receipt of such a report, the board shall pass the appropriate information to the Board of Trustees, or a member thereof, in a timely fashion. The board shall also endeavor to make an annual inspection, along with a 22
  • 23. representative of the Board of Trustees, to determine the safety, upkeep, repairs and replacements needed as well as new equipment needed. 303.3.3. The development of a fire safety education program, including regular fire drills, shall be encouraged and supported. 303.3.4. The church library, including audiovisual materials and church periodicals, shall be maintained, developed, encouraged, and promoted by the board. 303.3.5. The board shall provide an annual budget to the Board of Personnel and Finance, in the appropriate form and at the time requested, adequate to support these goals and objectives. 303.4 In supervising the execution of the programs: 303.4.1. The performance of each educational program shall be analyzed, and individual curriculums approved, with the intent of seeking constant improvement. 303.4.2. Existing programs shall be reviewed at least annually to determine such factors as: A) whether all age groups, including newborns and seniors, are being served; B) the percentage of the congregation participating in the educational program as a whole; and C) the appropriateness of individual classes and programs, the curriculum of youth programs, and the success and availability of Bible studies. 303.4.3. Appropriate study aids suggested by the educational departments of synod, district, and circuit as well as the church-at-large, shall be reviewed and recommended by the board. 303.4.4. The board shall supervise and guide the Board of Youth Ministry in the assimilation of newly confirmed youth into appropriate programs for study and activity. 303.4.5. At the request of the Board of Evangelism, the board shall assist in the recruitment of pupils for the educational programs of the church. 304.0 The Board of Stewardship The Board of Stewardship should consist of at least seven (7) members, including the elected Chair of the board. Members shall be named to the board at the discretion of the Chair of the board with the approval of the pastor(s) and council. The basic objectives of this board are to initiate programs for the development of good stewardship attitudes in the members of the congregation in regard to time, talents, and treasures and to ensure the financial stability of the congregation and its work through a developed program of dedicated, proportionate, first-fruits giving. 23
  • 24. 304.1 That the objectives of the board may be carried out, the board, either corporately or through specifically designated individuals, shall: 304.1.1. Study the Scriptural principles regarding the total stewardship calling of the Christian - as a member of his family, as a neighbor and citizen, and as a congregation member - and share these insights with congregation members. 304.1.2. Contact and encourage new members for service to the congregation and endeavor to stimulate the talents of present members for use in Christ's work. 304.1.3. Maintain a program to discover and enlist for service to Christ the talents God has given members. 304.1.4. Be responsible for maintenance of a congregational talent file at all times, and provide for the immediate recording of the talents and abilities of incoming members. 304.1.5. Identify opportunities for the development of talents such as training courses and workshops to be conducted by the Board of Christian Education. 304.1.6. Regularly conduct intensive programs to confront every member personally with basic Biblical stewardship principles and practices. 304.1.7. Encourage the Gospel-motivated practices of joyous, worshipful, liberal, proportionate, first-fruits giving in response to received blessings and recognized needs. 304.1.8. Annually give every member an opportunity to make a commitment of his/her treasure for kingdom work through the congregation. 304.1.9. Evaluate and make recommendations for gifts of love by individuals and the congregation as a whole. 304.1.10. Evaluate various programs for endowments, remembrance of the congregation in wills and bequests, and suggest ways of implementation to the Chair of the Board of Evangelism as well as supplying workers at his/her request. 304.1.11. Encourage stewardship programs in the societies and auxiliaries of the congregation. 304.1.12. Submit to the Board of Personnel and Finance, in the appropriate form and at the time requested, a budget request for the coming year's work. 304.2 Financial Secretary The Chair of the Board of Personnel and Finance shall appoint a financial secretary. The financial secretary may be any qualified member of the congregation. This appointment shall be subject to the approval of the parish planning council. The financial secretary 24
  • 25. shall: 304.2.1. Be responsible for the accurate counting, recording, and depositing of all receipts for the congregation in a local financial institution or institutions and to that end shall enlist a staff of recording secretaries. The recording secretaries shall count and record all receipts by congregation members for whatever purpose and shall notify the Board of Personnel and Finance and the pastor(s) concerning contributions by non- members. 304.2.2. Be responsible for issuance of annual statements to members showing their offering. 304.2.3. Furnish the treasurer(s) with a duplicate deposit slip for all deposits. 304.2.4. Be responsible for the expediting and safe deposit and keeping of all funds. 304.2.5. Be responsible for requisitioning and distribution of offering envelopes. 304.2.6. Furnish the congregation a surety bond in the amount set by the congregation and such bond shall be procured and the premium paid by the congregation. 305.0 The Board of Evangelism The Board of Evangelism should consist of at least eight (8) members, including the elected Chair of the board. Members shall be named to the board at the discretion of the Chair of the board with the approval of the pastor(s) and council. The basic objectives of the board are the bringing of the Gospel to the unchurched, the enlistment of all of God's people in the work of spreading the Gospel and the deepening of the faith and activity of the members of the congregation. 305.1 That the objectives of this board may be carried out, the board, either corporately or through specifically designed individuals, shall: 305.1.1. Share with the pastor(s) in the entire program of proclaiming the Gospel to all men. 305.1.2. Encourage prayer in church and homes for sincere evangelistic concern toward all people. 305.1.3. Foster a climate of evangelism that encourages congregation members informally and spontaneously to share Christ with one another, the backsliding, and the unsaved. 305.1.4. Emphasize evangelism through annual programs aimed at all members. 25
  • 26. 305.1.5. Maintain an ongoing outreach program, offering people more than membership in a church -- a saving relationship with Christ. 305.1.6. Publicize worship services. 305.1.7. Promote and direct congregation-wide evangelism undertakings. 305.1.8. Be responsible for a program of community relations that communicates the Gospel through creative means, including but not limited to the standard forms of media. 305.1.9. Utilize the evangelism potential of The Lutheran Hour, This is the Life, and other synodical or Christian programs. 305.1.10. Emphasize evangelism and encourage evangelism programs in and through the societies and auxiliary organizations of the congregation and suggest projects for such organizations. 305.1.11. Emphasize child and youth evangelism in conjunction with the Board of Youth Ministry. 305.1.12. Canvass the church’s surrounding neighborhood and effectively record, study, and utilize the results in churching the lost and straying. 305.1.13. Be responsible for creating and maintaining a prospect file of visitors and prospective members, and for following up with these individuals in a timely fashion. 305.1.14. Before organization of pastor’s/pastors' instruction classes for adult membership, conduct special visitations to witness for Christ and to invite prospective members to attend. 305.1.15. Be aware of those moving into the community and seek to reach out to them. 305.1.16. Receive, orient, and integrate new members into the congregation, including reviewing their status after 6 to 12 months, and provide a list of new members to the Board of Fellowship. 305.1.17. Be conscious of the atmosphere of friendliness in the congregation toward members and visitors and suggest ways and means of improvement. 305.1.18. Study, for possible implementation, suggestions by the evangelism departments of synod, district, and circuit. 305.1.19. Be concerned, together with other appropriate boards, with the congregation's role in the community and develop useful means of becoming a better servant to the community. 26
  • 27. 305.1.20. Work with other churches to improve the unified Christian image in the community and to implement the church's mission. 305.1.21. Maintain contact with benevolent and charitable agencies in the community, state, and on the national level and recommend to the congregation responses to opportunities for service. 305.1.22. Establish and maintain a continuing program of publicity for the congregation and its activities which will reflect favorably on the congregation and its commitment to the Gospel of Christ. 305.1.23. Together with the pastor(s), study the possibilities and recommend implementation of offering spiritual services and care to hospitals, homes for the aged, prisons, and other institutions within the community. 305.1.24. Submit to the Board of Personnel and Finance, in the appropriate form and at the time requested, a budget request for the coming year's work. 305.1.25. Plan and recommend a year-round program for support for Lutheran World Relief such as financial gifts, clothing drives, and kiddie kits, through the various agencies and committees of the congregation. 305.1.26. Annually prepare and submit as part of the budget of the board a selected list of charities for the congregation and suggest the source of revenue designated for that purpose. 305.1.27. Foster support for missions and charities through an ongoing program of mission information and education. 306.0 The Board of Youth Ministry The Board of Youth Ministry should consist of at least six (6) members, including the elected Chair for the board, with equal numbers of youth and adults. Members shall be named to the board at the discretion of the Chair of the board with the approval of the pastor(s) and council. The basic objectives of the board are to encourage the youth of the congregation in five different areas of the church: encouraging them in worship (worship); involving them in the work of Christ (ministry); providing for their spiritual growth and nurture (discipleship); promoting genuine Christian fellowship (fellowship); and creating meaningful outreach opportunities (outreach). 306.1 That the objectives of the board may be carried out, the board, either corporately or through specifically designated individuals, shall: 27

Provide for the continual spiritual growth of the young people of the congregation through Bible study, prayer, and Christian service including discussion on topics of current interest to them. 306.1.2. Promote attendance and involvement of the congregation’s youth at all youth activities. 306.1.3. Plan and carry out, together with other concerned boards, a year-round program for the youth of the congregation. 306.1.4. Involve youth leaders in developing a planned parish program for youth. 306.1.5. Develop a program for the social fellowship of the youth of the congregation, including various recreational programs. 306.1.6. Actively engage in the selection of leaders and provide the necessary training for youth ministry. 306.1.7. Plan and observe, together with the pastor(s) and Board of Elders, youth’s involvement in worship services. 306.1.8. Encourage participation from all youth before, during, and after confirmation. 306.1.9 Provide opportunities for involvement as servants in the life of the community such as civic, school, cultural, humanitarian, recreational, and social groups. 306.1.10. Provide for public recognition of various youth achievements and accomplishments. 306.1.11. Plan and coordinate activities for youth with other Christian youth groups. 306.1.12. In conjunction with the Board of Evangelism, train and involve the youth of the congregation in bringing others to faith in Christ. 306.1.13. Provide Christian advice and give direction to youth in the areas of spiritual, moral, social, and vocational development. 306.1.14. Recruit, together with the Board of Christian Education, youth for fulltime service in the church as pastors, teachers, directors of Christian education, deaconesses, etc. 306.1.15. Welcome and involve college students in leadership roles for various youth activities. 306.1.16. For administrative purposes and program development, supervise the work of all youth groups in the congregation. 28

Submit, at the time and in the form requested, an annual budget as requested by the Board of Personnel & Finance. 307.0 Board of Personnel and Finance 307.1 The Board should be made up of 9 members, including the following: 307.1.l. One Board of Elders member. 307.1.2. One Board of Trustee member. 307.1.3. One Board of Stewardship member. 307.1.4. The congregational treasurer(s). 307.1.5. Two members-at-large from the congregation. 307.1.6. The president of the congregation. 307.1.7. The president-elect of the congregation. 307.1.8. The president emeritus of the congregation. Members will serve a two year term with as near as 1/2 of the membership as possible replaced annually. Members of the boards of Elders and Trustees shall be appointed by their respective boards. The treasurer(s) shall serve concurrently with the term of elected office. The members-at-large shall be appointed by the presiding president with the approval of the parish planning council. The Board of Personnel and Finance shall serve as an advisory board responsible to the parish planning council. Specific assignments shall be provided by and reporting shall be to the presiding president. Support and advice shall be provided to the treasurer(s) as required for financial decisions. Members of the Board shall report back to their respective boards on the activities and recommendations of the Board. The president emeritus shall serve as chairman. It shall meet as needed, at the discretion of the chair, but not less than quarterly. 307.2 In regards to overseeing Personnel: 307.2.1. Develop and maintain a current file of pastoral salary information which includes: A. Comparative salary levels derived from other congregations. 29
  • 30. B. Comparative benefit levels derived from other congregations. C. Records of pastoral salary and benefit levels at Our Saviour. D. Other pertinent salary and benefit information as deemed necessary. 307.2.2. Develop and maintain a current file of secretarial, janitorial, and educational salary information which includes items delineated above. 307.2.3. Serve as an advisory board to make recommendations to the parish planning council on personnel matters. 307.2.4. Perform annual evaluations of all employees. 307.2.5. Establish salary levels for all employees based upon results of annual performance evaluations and other pertinent information. 307.2.6. Establish and maintain current job descriptions for all employees. 307.2.7. Establish specific office procedures and work schedules in conjunction with the boards of Elders to maintain necessary office services and pastoral availability. 307.2.8. Establish office and administrative procedures for implementation as required. 307.2.9. Provide assistance as requested by boards and organizations to aid in establishing goals and programs consistent with congregational goals. 307.2.10. Aid the parish planning council as requested in establishing congregational goals and assessing progress toward these goals. 307.3 In regards to overseeing Finance: 307.3.1. Advise the congregational treasurer(s) on matters requiring decisions by the treasurer(s) concerning proper payment of debts, investments, and other business as required. 307.3.2. Serve as a sounding board to the parish planning council on financial matters as required. 307.3.3. Screen all outside appeals for funds and make the appropriate recommendations to the voters assembly or initiate the necessary action appropriate to such an appeal. 307.3.4. Be concerned, together with the treasurer(s) and financial secretary, for safe deposit and recording of all funds, monthly remissions of offerings for missions and church agencies, and prompt payment of salaries and bills as authorized by the congregation and the appropriate boards. 30
  • 31. 307.3.5. Evaluate the financial offerings of the congregation regularly and share these evaluations with the members of the congregation. 307.3.6. Administer the congregation's welfare fund in conjunction with the recommendations of the Board of Elders. 307.3.7. Review, accept, or decline all offers of non-solicited gifts to the congregation. 307.3.8. Annually review the budgeting procedures of the congregation in conjunction with the treasurer(s) and financial secretary and recommend to the congregation any necessary revisions. 308.0 THE BOARD OF FELLOWSHIP The basic objectives of this board shall be the strengthening of the fellowship between Congregation members spiritually and socially, the integration of new members into the life of the Congregation, and the building of mutual cooperation, trust, and enjoyment among the members of the Congregation. The Board of Fellowship should consist of at least six (6) members, including the Chair of the board. Members shall be named to the board at the discretion of the Chair of the board with the approval of the pastor(s) and council. 308.1 The Board of Fellowship shall: 308.1.1. Plan, supervise, and implement larger gatherings of the congregation through the year which will further the goals of the congregation, including annual events which will focus attention on the major aspects of this congregations' work. 308.1.2. Periodically sponsor dinners and/or fellowship nights which will serve the cultivation, reception, orientation, and integration of new families or individuals. 308.1.3. Maintain constant contact with other administrative boards, both suggesting to them ways of furthering the work of their boards through fellowship and drawing from them requests and suggestions for fellowship activities. 308.1.4. Maintain an adequate group of willing workers who will help to plan, coordinate, and execute the work necessary to the successful accomplishment of fellowship goals. 308.1.5. Provide a general atmosphere of friendliness among the members on a smaller scale by suggesting to groups ways of bringing their members into meaningful personal relationships. 308.1.6. Provide for the integration of new members and their families into the congregation through periodic fellowship night, dinners, and rallies. 31
  • 32. 308.1.7. Review and implement materials and ideas which will bring congregational members into personal contact in groups. 308.1.8. Supervise, for administrative purposes and program development, the work of any society or auxiliary organization of the Congregation whose expressed purpose is fellowship. 308.1.9. Submit an annual budget request to the Board of Personnel & Finance in the form and at the time requested. 32
