Comunitat Valenciana Region Europea (FCVRE).
FINAL DOSSIER
This report takes as a reference to the visit, in collaboration with the FCVRE, to public institutions
of Valencia from the Ministry of Labor and Social Affairs of Romania and Bulgaria.
The objective of this visit, which is part of the TAIEX programme of DG Enlargement of the
European Commission is to make the participants from Romania and Bulgaria know how the
institutions of the Valencian Region work in the following areas: jobs, training and social issues. It
was also important to establish new links for future projects. .
The study visit took place from 3rd to 5th June 2009.

During the study visit, the representatives of Romania and Bulgaria were guided by Miguel Mares
and Eduardo Lazaro, both staff from FCVRE. They organized and prepared the agenda of the visit.
There were some late changes in it, but at the end all visits were done as they raised it with the DG
Enlargement (TAIEX) at the beginning. All visits were also agreed with the visitors.
The group stayed in Hotel Astoria Palace, in Plaza Rodrigo Botet, in Valencia..
WEDNESDAY, 3rd June .
The first study visit was to the headquarters of the Valencian Federation of Municipalities and
Provinces (FVMP). The group was received by the Secretary General of FVMP, Mr. José Antonio
Redorat, who made a presentation of the entity. Later, the staff from FVMP responsible for
relations with the EU explained to the visitors the duties of this entity at a European level as well
as the European projects in which they are involved. The participants had all the information
related to this visit .
The second visit was to the headquarters of Fundación Comunidad Valenciana‐Región European
FCVRE, in Valencia, where the staff explained to the visitors the activities carried out in this entity.
They also explained them the European projects in which they are involved as well as how to
manage and develop European projects and examples of good practice.

Then they visited the area of Youth and Social Affairs of the City Council of Valencia, where they
explained the best practices carried out in the city of Valencia regarding the generation of youth
support programs and social projects .
After lunch, they visited the City Council of Benaguacil, a town located 30kms to the city of
Valencia, where the staff of the City Council explained the activities carried out in the fields of
labor and social issues created by European fundings. The group was received by Mayor of
Benaguacil, Mr. Joaquin Segarra, and Chelo Herraez, Deputy Mayor and Councillor in EU Relations.

Development Agency Equality, actions for employment, crafts school workshops and promotion of
women. The Mayor Joaquin Segarra thanked the group for their visit to the city and explained the
importance of participating in European projects and encouraged them to join Benaguacil on
future actions at a European level.

The group also visited the crafts school workshop of the city in which it was explained the work
carried out, and the importance of these schools for youth training and the importance of the
schools as a generator of employment opportunities.
THURSDAY, 4th June, 2009.
On Thursday, the group was received by the Regional Vice‐minister for European Affairs, Mr.
Rafael Ripoll, who explained the operations and management of the European Social Fund ‐ ESF
and the Cohesion Funds in Spain and his contribution to the growth of the country and experience
that can and should help the new EU member states such as Romania and Bulgaria.
Moreover, they talked about the actions of the Foundation Valencia‐European Region in Romania
and Bulgaria, actions focused on support, information and exchange of good practices in different
sectors and economic areas.

Meeting with Mr. Rafael Ripoll, Regional Vice‐minister for European Affairs
The group was also received by the Regional Vice‐minister of Governance, Mr. Luis Ibáñez, who
explained that his department, among others, is conducting a project with Bulgaria on gender
violence. He also explained the activities of his Department regarding the EU policy and labor,
training and public safety promotion this Department is running, such as the coordination of more
than 10,000 local police, emergency, firemen, etc..

SERVEF
The group had the chance to visit the premises of Servef (Valencian Employment and training
Regional Employment Service REV).
They were hosted by the Secretary General of the Servef, Ms Pilar Manez and Head of the
Technical Cabinet of Servef, Mr. Fernando Villaplana. .
Mr. Villaplana and Mrs. Mañez explained the activities carried out by Servef regarding
employment and training and visited the employment Servef Center located in Avenida del Cid,
being received by its Director, who explained to us briefly:
‐ The care system and classification of users.
‐ The organization of the office and the services it offers.
‐ The personalized service for users who do not speak Spanish.
‐ Practical demonstration of the service AUTOSERVEF.
‐ Classrooms training.
‐ Units of the National Employment Institute.
After this visit, the group also visited the Training Center in Servef located in Catarroja:
The Director, Mr. José Martí Maicas, talk to them and explained the characteristics of it and they
visited the classrooms for "wood, electricity and weld workshops, as well as classroom theory.

After lunch, courtesy of Servef, the group visited the offices of the Fundación Comunidad
Valenciana‐Región FCVRE at the Universidad Politécnica de Valencia, within the City of
Innovation, where it was explained the Interreg project and RFO PERSPECTIVE project carried out
by the FCVRE. It was encouraged the participation of their own countries in European projects

During visits in the afternoon we have the presence of Mr. Juan Manuel Revuelta Perez, Director
General of the Valencian Regional Office in Brussels .

Valencia (city of Innovation staff) and representatives of Adlypse.

In the afternoon we visited the Museo San Pío V, where we did a guided tour organized by the
Regional Vice‐ Ministry of Culture of the Valencian Government.
FRIDAY, 5 JUNE 2009
The last day they went to visit the City Council of Paterna, a town really close to the city of
Valencia, where the group was welcomed by Ana Guijeño, who is in charge of EU relations, and
the Councillor of European Union relations and the Director of the Local Development Agency.
During the meeting attendees were provided with the documentation on the activities carried out
by the City Council regarding communitary policies, focusing on the areas of training and work, as
in the case of Training Workshops, Employment Workshops, courses for unemployed,
participation in the Regional Job Plan etc.
In this sense, we visited the local development agencies and service center looking .

The group visited the City Council of Altura , where the group was welcomed by Mayor Mr. Rafael
Rubio, and the Councillor of EU relations, The Councillor of Culture and Sport. As part of this tour,

they visited the City Council of the town and a short visit to two tourist attractions of this town of
the province of Castellon.

They also had lunch, courtesy of the City Council and they were provided with documentation in
different formats of the municipality as well as some gifts.

Following the visit to Altura, the group was welcomed in the Regional Vice‐ Minister for
Immigration and Citizenship, Ms. Mora Gotzone. At the meeting, emphasized the importance of
participating in European projects and promoting regional cooperation as a generator of project
initiatives. In this sense, there were several European projects in which the Department of

The agenda of the visit concluded with a visit to the City of Arts and Sciences in Valencia.
The group had at all times the transport service of TRANSVIA and Interpretation services provided by Taiex.
