The social security reform aims for a clear and well-functioning system. A parliamentary committee will be set up for the reform. It will begin its work in early 2020. The committee's working term will be two government terms. The committee will be in charge of reforming social security as a whole.

2. Objectives of the social security reform
• a clearer and more functional system for people
• secure social justice and ensure income security for people who are
facing social risks
• support for employment, entrepreneurship, self-employment, social
participation and lifelong learning
• balance between individual rights and obligations
• raise awareness and knowledge of social security and generate
public debate on the values and principles of social security
3. A committee will prepare the social security
reform by working openly and by taking a new
approach
• The committee's first task will be to find sufficient consensus among the parliamentary parties on the current
state of social security, the problems to be solved and the future.
On that basis, a roadmap will be drawn up for the social security reform.
• During their research-based work, the committee will seek solutions by familiarising themselves with the facts,
highlighting different perspectives and discussing conflicts in a constructive manner.
• The principles are openness and raising the topics of the reform to generate public debate.
• The committee’s work aims to achieve a long-term perspective in reforming the structure
and operation of social security. The term of office of the committee will last for two
parliamentary terms.
• The committee will address questions related to basic social security, earnings-based
benefits and social assistance. Additionally, the committee will examine the financing and
connections between these forms of support. Attention will also be given to ways to better
integrate services with benefits.
