NCO Testing Services (Part 2)
• ECE is just like CLEP that gives college credit
  but with grades of A, B, C or D, etc. ECE are
  used to meet specific college degree requirements
  of the Excelsior College degrees and are accepted
  for college credit by over 900 colleges and
  universities. This is a great deal like a CLEP
  Exam. - Expedite your Associates Degree by
  taking CLEP or ECE.
• ACT Exam - the exam for FY12 will be will be on
  October 25. If you are planning on STA-21
  Officers Program that is your chance to get next
  year. The FY11 SAT exams period has expired.
  The FY12 SAT exam period will begin October
  25th.

EXAM DISCREPENCIES

Exam Discrepancies Cont.
• Most discrepancies are easily resolved. Here are some
  tips for resolution:
• PERF Mark Error (Performance Mark Error): To
  correct this discrepancy, collect Evals and submit the
  information to NETPDTC Pensacola.
• Insuff TIR (Insufficient Time in Rate): Most of these
  are E-6/7 candidates who have been promoted early
  with a TIR waiver. Unfortunately, the waiver was not
  identified on the exam transmittal letter. Sending
  NETPDTC a letter authorizing the waiver will clear these
  discrepancies. Remember, candidates MUST have an
  Early Promote on their MOST RECENT PERIODIC
  EVALUATION, or they are NOT ELIGIBLE for a waiver.
  DO NOT submit a waiver if the MOST RECENT
  PERIODIC EVALUATION does not designate an Early
  Promote.
Exam Discrepancies Cont.
• School Required: These people took an exam requiring
  an „A‟ School without either a completion from the „A‟
  School or a waiver from ECM or PERS allowing them to
  take the exam. For the latest guidance, review
  CREO/REGA or ECMO (Reserves).
• Foreign National Hold (FNH): Certain ratings require U.
  S. Citizenship (refer to Table 2-3 of Advancement
  Manual). If a member is not a U. S. Citizen and takes an
  exam in one of these ratings, the exam will not be
  graded. Waivers may be requested through PERS-811A
  in accordance with the Advancement Manual. NOTE:
  Professional Development Boards MUST BE AWARE of
  citizenship requirements before recommending exams in
  any of these ratings.
E2/E3 REPORT
• The E2/E3 NSIPS reports are the
  command‟s responsibility, not PSD.
• Each command is responsible for
  reviewing the NSIPS report.
• If a promotion needs to be withheld or
  withdrawn, a message from the command
  should be sent to BUPERS and received
  by the 14th of that promotion month.
BUSTS
• When a service member has gone to Mass and it
  results in a loss of rate or rank, we receive a
  memorandum of offense from our legal
  department.
• After Legal has made the required entries to
  demote the service member, we update our
  system Exam Track.
• For E-3 and below who have been busted, a
  special request chit must be filled out and routed
  through the command before the regular
  promotion can take place. “TIR Promotion is not
  automatic.”
FROCKING

•     Frocking is an administrative
    authorization to assume the title and
    wear the uniform of a higher pay grade
    without entitlement to the pay and
    allowances of that grade. Frocking
    provides early recognition for members
    selected for petty officer third class
    through master chief petty officer.
Frocking Responsibilities
• COMMAND
Before frocking, COMMAND must
   enter Frocking Page 13 in NSIPS
   and TOPS to PSD for verification.

E-8/E-9 selectees may be frocked
   upon receipt of selection board
   results.
E-7 selectees may be frocked no
   earlier than the first advancement
   increment (normally 16
   September).
An extension may be needed if
   EAOS is prior than two years
   after pay date.

                             Understanding a Profile Sheet
•   Exam Score- Based upon how the service member did compared to other service
                    members taking same exam. Maximum score is 80.
•   PMA- Based upon the average of evaluations. E-5 includes last three years worth
     of evals. E-4 includes last 14 months worth. E-3 includes last 8 months worth.
             Maximum score for E-5 is 116. Maximum for E-4 and E-3 is 90.
Promotions
• Service in Pay grade- Determined by length of time
  in current pay grade.
• Awards- Sum of awards. Maximum for E-5 is 12/14
  (IA). Maximum for E-4 and E-3 IS 10/12 (IA).
• NAVADMIN 167/09 Increase for IA points (2)
• PNA- Sum of PNA points. Maximum cycles that can
  apply is five. The oldest cycle PNA points will be
  purged if the service member has taken the exam
  more than five times.
• Education Points- member can receive 2 points for
  an Associates Degree and 4 points for a Bachelor's
  Degree

Promotion Tips
• STUDY BMR
   – Low scores on military requirements are wide
      spread.
   – Service members are either unaware of Non
      Resident Training Courses or fail to use them to
      their full potential.
• BIBS
   - Encourage service members to take advantage of
      these references.
• Service members should review their service record
  at least once a year. This will eliminate any last
  minute requirements that are not met and also
  ensure all award points and evaluations are accurate
  and accounted for.

  Nelson.
Final Multiple Corrections
• Most discrepancies are easily corrected. Once these
  discrepancies are corrected, some of these Sailors
  may get advanced. At a minimum, some of them will
  pick up PNA (Passed, Not Advanced) points to be
  applied to their next exam. Notice has previously
  been sent to the commands affected;
  however, corrections have not yet been received.
  Each command’s Educational Service Officer (ESO)
  and Command Career Counselor (CCC) are asked to
  get involved and help clear these discrepancies. All
  discrepancies can be resolved by following the
  guidance in the Advancement Manual, BUPERSINST
  1430.16F, Table 7-3.
Final Multiple Corrections




Upon review of the above service member’s
record, two early promote evals were found. When we
add those two 4.0 to his PMA, it changed to 3.93. We
also found a good conduct, changing his award points
to 8. When we apply these points to the final
multiple, the service member is selected for
advancement with eight points over the minimum
requirement.

• Members that are going IA or GSA
  must see the ESO if eligible to take an
  early exam prior to IA tour. Upon
  return from IA, come see ESO with
  your awards and evals.
Substitute Exams

I.A.
• Service member „s in IA status may take exams during
  their tour . They also can test early before they leave.
  When the member misses an exam the following test
  cycle is given then two worksheets are prepared for the
  member for the recent and for the one they missed.
  Then if they made it on the recent one they go back to
  see if the member would have made it from the past
  cycle. If they would have made it they are back paid.
• Members are also allowed 2 extra award points if they
  have served an IA tour but this only applies if they are
  already maxed out on points(E-6 candidates get 14
  points instead of 12 and E-5/E-4 candidates get 12
  points instead of 10). Only 2 points are given, the
  number of tours done are not taken into account.
• Evals still should be done while member is IA unless you
  gave him a special before he left.

IMPORTANT FACTS ABOUT YOUR
      WORKSHEET/EXAM
• Signing Worksheets: Worksheets will be signed from
  15JUN11 through 18AUG11. If any members of your
  command cannot sign a worksheet during this time
  frame contact ESO to coordinate the signing of the
  worksheet. A worksheet must be signed in order to have
  an exam at the exam site on exam day.
• ESO will have records of all unsigned worksheets from
  EXAMTRACK.
• Unsigned worksheet reports are available upon your
  request.
Ask Questions:
• By clarifying all information while you sign your
  worksheet you will have fewer problems at the
  exam site. If you have any questions concerning
  the information on your worksheet, please ask.
  The worksheet information is transferred to your
  answer sheet and is used by NEPTDTC to
  compute your final multiple. Is your name and
  SSN correct on the worksheet? Are you taking
  the correct exam? (ET’s, MM’s, AT’s, AW’s and
  EM’s have several different exams so let your
  clerk know if your exam rate is incorrect. Is your
  awards and PMA correct?
• PLEASE ENSURE MEMBERS VERIFY
  WORKSHEETS BEFORE SIGNING.
• When: The exams for this cycle will be on the following
  dates:

• Where: All of the exams will be held (TBD). Doors will
  open at 0630 and close promptly at 0730.
• Uniform: Your command’s “uniform of the day” is the

• What To Bring: The only items allowed at the exam site
  are non-programmable calculators, drafting dividers,
  parallel rulers, maneuvering board paper, bearing rate
  slide ruler, nautical slide ruler, speed solver tacaids and
  towed array D/E range finders. Do not bring food, drinks,
  purses, backpacks, weapons, beepers, watches or cell
  phones to the exam site.

Accelerated Advancement
Accelerated Advancement of Recruit
 Training & “A” School Graduates
INSTRUCTION: MILPERSMAN 1430-010

Training school CO‟s are authorized to advance the number
  one “A” school graduate to the next higher pay grade not
  to exceed E-3. Effective date of advancement will be
  date of graduation. The number one student may also be
  included as a candidate for accelerated advancement to
  E-4. The CO‟s may recommend the upper 10 percent of
  the qualified candidates in each “A” school for
  Accelerated Advancement Program.
Items that need to be done or
          turned into ESO
• Members electing the program will sign a
  NAVPERS 1070/613.
• Members must sign an extension if he has less
  that 5 years total active service in the navy (The
  extension should be done first).
• Members must complete Petty Officer
  Indoctrination Course.
• Members must submit request chit through their
  command with the date that the member should
  be advanced to on that chit.
The accelerated advancement will
be held in abeyance for 4 to 10
months from the date the member
reports to his ultimate activity. If
candidate’s advancement is not
effected by the end of the 10-month
period the command must make a
Page 13 to state why accelerated
advancement was not effected.
Early Promote
• What constitutes an Early
  Promote evaluation
  - The Eval must be periodic.
  - Special Evals or Transfer
    Evals do not.
• A written request must be
  submitted in order for an Early
  Promote to take the exam early.
  It must be signed by the C.O.
  only.
• The command will complete this
  letter and submit it to PSD ESO
  by 24 June 2011 to eliminate
  any TIR discrepancies that
  could occur.
• This letter can be used for more
  than one service member at a
  time.
LOSING CLEARANCES
• CERTAIN CONDITIONS CAN RESULT IN A LOSS OF SECURITY
  CLEARANCE INCLUDING MASS, MEDICAL, AND PERSONAL
  FINANCES.
• IN SOME CASES THIS WILL LEAD TO A LOSS OF RATE ALSO.
• PSD WILL NEED TO BE NOTIFIED UPON LOSS OF RATE.
• 204. SPECIAL REQUIREMENTS OF CERTAIN RATES AND
  RATINGS a. Security Requirements. All personnel designated in
  certain ratings and special programs as listed in table 2-3 must
  maintain, as a minimum, continuous security clearance eligibility.

  CLEARANCES AC, AE, AG, AO, AT, AW, AZ, CT, EOD, ET, FC, FT,

• Bottom line is that if a rate requires a
  security clearance then the candidate
  MUST have an adjudicated clearance
  from DON CAF prior to participating
  in the exam. An interim clearance
  granted by the CO/OIC is not
  authorized or allowed for
  advancement purposes.

Proctors Duties &
              Responsibilities
• Each examining room will be under the direct,
  continuous supervision of at least one member
  designated by the CO/OIC to administer examinations.
  Assign proctors to assist in sufficient number to achieve
  a ratio of not less than one proctor to each 25
  candidates. Proctors for Navy-wide examinations may be
  officers, E-7/8/9, or designated civilians.
• Proctors may explain the meaning of the instructions on
  the face of the examination booklet, but they may not
  interpret examination questions, engage in a discussion
  about questions, or assist in any way in their solution.
  Proctors must NEVER read examination questions to
  candidates.
Proctors Cont.
•   Candidates will not leave before competing their examination , except
    for emergency reasons and if accompanied by a proctor. A proctor will
    assume possession of all examining material during the candidates
    absence. Any candidate leaving without permission of a proctor will be
    disqualified.
•   In case of emergency, such as a fire alarm, the candidates will place
    the worksheet, answer sheets and scratch paper inside the
    examination booklet and leave it on the table. Candidates will depart
    the examination area via designated exits and muster at a designated
    area. Ensure all candidates understand that no talking is permitted
    during the emergency and while waiting to return to the examination
    area. The examining proctors will collect all examination booklets,
    ensuring the worksheet, answer sheet, and scratch paper is in each
    booklet. Upon conclusion of the emergency situation, candidates will
    return to the examination area and await further instructions.
•   After each candidate has completed the examination, a proctor will
    collect all examination materials ensure the answer the answer sheet
    is complete, and all items circled by the candidate on the worksheet
    are clearly understood so that corrections or additions may be made
    by the ESO.

NCO Testing Services (Part 2) • ECE is just like CLEP that gives college credit but with grades of A, B, C or D, etc. ECE are used to meet specific college degree requirements of the Excelsior College degrees and are accepted for college credit by over 900 colleges and universities. This is a great deal like a CLEP Exam. - Expedite your Associates Degree by taking CLEP or ECE. • ACT Exam - the exam for FY12 will be will be on October 25. If you are planning on STA-21 Officers Program that is your chance to get next year. The FY11 SAT exams period has expired. The FY12 SAT exam period will begin October 25th.

  • 15. Exam Discrepancies Cont. • Most discrepancies are easily resolved. Here are some tips for resolution: • PERF Mark Error (Performance Mark Error): To correct this discrepancy, collect Evals and submit the information to NETPDTC Pensacola. • Insuff TIR (Insufficient Time in Rate): Most of these are E-6/7 candidates who have been promoted early with a TIR waiver. Unfortunately, the waiver was not identified on the exam transmittal letter. Sending NETPDTC a letter authorizing the waiver will clear these discrepancies. Remember, candidates MUST have an Early Promote on their MOST RECENT PERIODIC EVALUATION, or they are NOT ELIGIBLE for a waiver. DO NOT submit a waiver if the MOST RECENT PERIODIC EVALUATION does not designate an Early Promote.
  • 16. Exam Discrepancies Cont. • School Required: These people took an exam requiring an „A‟ School without either a completion from the „A‟ School or a waiver from ECM or PERS allowing them to take the exam. For the latest guidance, review CREO/REGA or ECMO (Reserves). • Foreign National Hold (FNH): Certain ratings require U. S. Citizenship (refer to Table 2-3 of Advancement Manual). If a member is not a U. S. Citizen and takes an exam in one of these ratings, the exam will not be graded. Waivers may be requested through PERS-811A in accordance with the Advancement Manual. NOTE: Professional Development Boards MUST BE AWARE of citizenship requirements before recommending exams in any of these ratings.
  • 17. E2/E3 REPORT • The E2/E3 NSIPS reports are the command‟s responsibility, not PSD. • Each command is responsible for reviewing the NSIPS report. • If a promotion needs to be withheld or withdrawn, a message from the command should be sent to BUPERS and received by the 14th of that promotion month.
  • 18. BUSTS • When a service member has gone to Mass and it results in a loss of rate or rank, we receive a memorandum of offense from our legal department. • After Legal has made the required entries to demote the service member, we update our system Exam Track. • For E-3 and below who have been busted, a special request chit must be filled out and routed through the command before the regular promotion can take place. “TIR Promotion is not automatic.”
  • 19. FROCKING • Frocking is an administrative authorization to assume the title and wear the uniform of a higher pay grade without entitlement to the pay and allowances of that grade. Frocking provides early recognition for members selected for petty officer third class through master chief petty officer.
  • 20. Frocking Responsibilities • COMMAND Before frocking, COMMAND must enter Frocking Page 13 in NSIPS and TOPS to PSD for verification. E-8/E-9 selectees may be frocked upon receipt of selection board results. E-7 selectees may be frocked no earlier than the first advancement increment (normally 16 September). An extension may be needed if EAOS is prior than two years after pay date. Please select the correct Frocking Page 13 for each pay grade.
  • 21. Responsibilities Cont. • E-5/E-6 selectees may be •DONOT FOWARD COPY OF frocked upon notification of SIGNED LETTER TO PSD. selection from NETPDTC or NAVPERSCOM. • E-4 selectees may be frocked upon receipt of the Enlisted Status Verification Report (ESVR) and after completing Petty Officer Selectee Leadership Course. • All selectees will receive a frocking letter signed by CO and presented upon frocking.
  • 22. RESPONSIBILITIES CONT • COMMAND Ensure appropriate frocking Administrative Remarks (Page 13) is completed in NSISPS. Review BUPERSINST 1610.10 to determine if a frocking evaluation/fitness report is required. Ensure frocked members meet the physical/ weight/body fat requirements per OPNAVINST 6110.1G. Update FLTTEMPS to include Petty Officer Selectee Leadership Course
  • 23. Promotions Understanding a Profile Sheet • Exam Score- Based upon how the service member did compared to other service members taking same exam. Maximum score is 80. • PMA- Based upon the average of evaluations. E-5 includes last three years worth of evals. E-4 includes last 14 months worth. E-3 includes last 8 months worth. Maximum score for E-5 is 116. Maximum for E-4 and E-3 is 90.
  • 24. Promotions • Service in Pay grade- Determined by length of time in current pay grade. • Awards- Sum of awards. Maximum for E-5 is 12/14 (IA). Maximum for E-4 and E-3 IS 10/12 (IA). • NAVADMIN 167/09 Increase for IA points (2) • PNA- Sum of PNA points. Maximum cycles that can apply is five. The oldest cycle PNA points will be purged if the service member has taken the exam more than five times. • Education Points- member can receive 2 points for an Associates Degree and 4 points for a Bachelor's Degree

Promotion Tips • STUDY BMR – Low scores on military requirements are wide spread. – Service members are either unaware of Non Resident Training Courses or fail to use them to their full potential. • BIBS - Encourage service members to take advantage of these references. • Service members should review their service record at least once a year. This will eliminate any last minute requirements that are not met and also ensure all award points and evaluations are accurate and accounted for. • Further assistance with Profile Sheets see Mr. Nelson.
  • 27. Final Multiple Corrections • Most discrepancies are easily corrected. Once these discrepancies are corrected, some of these Sailors may get advanced. At a minimum, some of them will pick up PNA (Passed, Not Advanced) points to be applied to their next exam. Notice has previously been sent to the commands affected; however, corrections have not yet been received. Each command’s Educational Service Officer (ESO) and Command Career Counselor (CCC) are asked to get involved and help clear these discrepancies. All discrepancies can be resolved by following the guidance in the Advancement Manual, BUPERSINST 1430.16F, Table 7-3.
  • 28. Final Multiple Corrections Upon review of the above service member’s record, two early promote evals were found. When we add those two 4.0 to his PMA, it changed to 3.93. We also found a good conduct, changing his award points to 8. When we apply these points to the final multiple, the service member is selected for advancement with eight points over the minimum requirement.
  • 31. EARLY EXAM • Members that are going IA or GSA must see the ESO if eligible to take an early exam prior to IA tour. Upon return from IA, come see ESO with your awards and evals.
  • 32. Substitute Exams • PSD will be responsible for the substitute exam message. • Few circumstances actually allow a member to take the late exam. – Emergency Leave – SIQ – Operational Commitment • This commitment must be well justified in the message or the request for substitute exam will be denied.
  • 33. Substitute Exams Cont.  Regular leave and PCS leave is not a valid reason for a substitute exam.  Circumstances that can extend substitute examination time frame.
  • 34. I.A. • Service member „s in IA status may take exams during their tour . They also can test early before they leave. When the member misses an exam the following test cycle is given then two worksheets are prepared for the member for the recent and for the one they missed. Then if they made it on the recent one they go back to see if the member would have made it from the past cycle. If they would have made it they are back paid. • Members are also allowed 2 extra award points if they have served an IA tour but this only applies if they are already maxed out on points(E-6 candidates get 14 points instead of 12 and E-5/E-4 candidates get 12 points instead of 10). Only 2 points are given, the number of tours done are not taken into account. • Evals still should be done while member is IA unless you gave him a special before he left.
  • 35. RESERVE EXAMS The next navy exams are the Reserve exams which are tentatively scheduled for 15AUGUST2011 (NAS Lemoore)

  • 39. IMPORTANT FACTS ABOUT YOUR WORKSHEET/EXAM • Signing Worksheets: Worksheets will be signed from 15JUN11 through 18AUG11. If any members of your command cannot sign a worksheet during this time frame contact ESO to coordinate the signing of the worksheet. A worksheet must be signed in order to have an exam at the exam site on exam day. • ESO will have records of all unsigned worksheets from EXAMTRACK. • Unsigned worksheet reports are available upon your request.
  • 40. Ask Questions: • By clarifying all information while you sign your worksheet you will have fewer problems at the exam site. If you have any questions concerning the information on your worksheet, please ask. The worksheet information is transferred to your answer sheet and is used by NEPTDTC to compute your final multiple. Is your name and SSN correct on the worksheet? Are you taking the correct exam? (ET’s, MM’s, AT’s, AW’s and EM’s have several different exams so let your clerk know if your exam rate is incorrect. Is your awards and PMA correct? • PLEASE ENSURE MEMBERS VERIFY WORKSHEETS BEFORE SIGNING.
  • 41. • When: The exams for this cycle will be on the following dates: E6 - 01SEP11 E5 – 08SEP11 E4 – 15SEP11 • Where: All of the exams will be held (TBD). Doors will open at 0630 and close promptly at 0730. • Uniform: Your command’s “uniform of the day” is the correct uniform. Civilian clothing, coveralls and flight suits are not acceptable attire. • What To Bring: The only items allowed at the exam site are non-programmable calculators, drafting dividers, parallel rulers, maneuvering board paper, bearing rate slide ruler, nautical slide ruler, speed solver tacaids and towed array D/E range finders. Do not bring food, drinks, purses, backpacks, weapons, beepers, watches or cell phones to the exam site.

THE RECORD VAULT NO DOES NOT NEED TO SEE THEM ANY LONGER

Accelerated Advancement Accelerated Advancement of Recruit Training & “A” School Graduates INSTRUCTION: MILPERSMAN 1430-010 Training school CO‟s are authorized to advance the number one “A” school graduate to the next higher pay grade not to exceed E-3. Effective date of advancement will be date of graduation. The number one student may also be included as a candidate for accelerated advancement to E-4. The CO‟s may recommend the upper 10 percent of the qualified candidates in each “A” school for Accelerated Advancement Program.

Items that need to be done or turned into ESO • Members electing the program will sign a NAVPERS 1070/613. • Members must sign an extension if he has less that 5 years total active service in the navy (The extension should be done first). • Members must complete Petty Officer Indoctrination Course. • Members must submit request chit through their command with the date that the member should be advanced to on that chit.
  • 58. The accelerated advancement will be held in abeyance for 4 to 10 months from the date the member reports to his ultimate activity. If candidate’s advancement is not effected by the end of the 10-month period the command must make a Page 13 to state why accelerated advancement was not effected.

Early Promote • What constitutes an Early Promote evaluation - The Eval must be periodic. - Special Evals or Transfer Evals do not. • A written request must be submitted in order for an Early Promote to take the exam early. It must be signed by the C.O. only. • The command will complete this letter and submit it to PSD ESO by 24 June 2011 to eliminate any TIR discrepancies that could occur. • This letter can be used for more than one service member at a time.

LOSING CLEARANCES • CERTAIN CONDITIONS CAN RESULT IN A LOSS OF SECURITY CLEARANCE INCLUDING MASS, MEDICAL, AND PERSONAL FINANCES. • IN SOME CASES THIS WILL LEAD TO A LOSS OF RATE ALSO. • PSD WILL NEED TO BE NOTIFIED UPON LOSS OF RATE. • 204.   • 84. Proctors Duties & Responsibilities • Each examining room will be under the direct, continuous supervision of at least one member designated by the CO/OIC to administer examinations. Assign proctors to assist in sufficient number to achieve a ratio of not less than one proctor to each 25 candidates. Proctors for Navy-wide examinations may be officers, E-7/8/9, or designated civilians. • Proctors may explain the meaning of the instructions on the face of the examination booklet, but they may not interpret examination questions, engage in a discussion about questions, or assist in any way in their solution. Proctors must NEVER read examination questions to candidates.
  • 85. Proctors Cont. • Candidates will not leave before competing their examination , except for emergency reasons and if accompanied by a proctor. A proctor will assume possession of all examining material during the candidates absence. Any candidate leaving without permission of a proctor will be disqualified. • In case of emergency, such as a fire alarm, the candidates will place the worksheet, answer sheets and scratch paper inside the examination booklet and leave it on the table. Candidates will depart the examination area via designated exits and muster at a designated area. Ensure all candidates understand that no talking is permitted during the emergency and while waiting to return to the examination area. The examining proctors will collect all examination booklets, ensuring the worksheet, answer sheet, and scratch paper is in each booklet. Upon conclusion of the emergency situation, candidates will return to the examination area and await further instructions. • After each candidate has completed the examination, a proctor will collect all examination materials ensure the answer the answer sheet is complete, and all items circled by the candidate on the worksheet are clearly understood so that corrections or additions may be made by the ESO.
