7. Dapatan melalui Lab NKEA
▪ Employers may not be aware of the capabilities of graduates
▪ Many employers do not recognise the certifications due to the
Employers highly fragmented landscape today, with multiple ministries
and industry issuing different certifications
▪ Students have a poor perception of skills training and view it
as an option of last resort
Students/
Parents ▪ Students (and their parents) lack funding or are unwilling to
pay for skills training
▪ There exists a mismatch between the types of training
provided and market needs
Providers ▪ Private skills training providers face regulatory constraints
and long waiting process when setting up institutes
▪ There is a shortage of funding for skills training
▪ JPA did not fully recognize the Malaysian Skills Certificate,
which is required for setting the pay benchmark

9. Persoalan Kajian

meningkatkan kesedaran, imej dan kerjaya dalam TEVT;
– Menjadikan TEVT sebagai pilihan untuk pendidikan dan bukannya sebagai pilihan akhir;
– Meningkatkan bilangan tenaga mahir negara dan membantu kerajaan mencapai status
negara berpendapata tinggi;

14. Kesimpulan
Walaupun pelbagai usaha dilakukan kerajaan
dalam mempromosikan TEVT, tetapi sambutan
dan minat masyarakat terhadap TEVT masih
rendah. Justeru kajian ini amat wajar
dilakukan supaya punca kelemahan ini
dikenalpasti seterusnya melalui satu model
indikator polisi yang dibangunkan adan dapat
mempertingkatkan minat masyarakat
terhadap TEVT di Malaysia.

Today, at least 9 ministries are offering TEVT across various courses and certification levels, causing non-uniformity and confusion to external stakeholders (i.e., students, employers). The focus of these course offerings has also been at the lower levels such as SKM 1 and 2. The10th Malaysia Plan and ETP Education Lab recognised the need to harmonise the accreditation across these Ministries, with the establishment of Industry Lead Bodies and Board of Technologies to regulate, monitor and accredit all TEVT programs.As such, there is a need for rationalisation of TEVT and to provide for flexibity of movement upwards.This project will look into the rationalisation and streamlining of these institutes and their courses to ensure that the institutes focus on the relevant course offerings to improve the delivery, quality and cost efficiency as well as better match the demands of the industry.
